Help give every newborn in Kansas a healthy start in life! The Kansas Department of Health and Environment is seeking a passionate and experienced Program Manager to lead the Newborn Screening Blood Spot Program in Topeka. In this vital role, you will oversee daily operations, supervise a dedicated team, and work with health care providers, laboratories, and public health partners to ensure timely screening and follow-up for conditions that, if detected early, can change the course of a child’s life.

Job Responsibilities may include but are not limited to the following:
Plan, organize, and direct activities and manage resources necessary to operate and maintain the expanded Newborn Metabolic Screening (NBS) Program. Participate in state, regional, and national forums to identify emerging issues, changes to national recommendations, and provision of recommendations for state-level programmatic change. Oversee the development and dissemination of materials used to inform families, physicians, nurses, medical professionals, and the public about NBS follow-up guidelines, procedures and services. Review, analyze and interpret state statutes, regulations, and guidelines on an annual basis or more frequently as needed to ensure the program is meeting the needs of families and providers. Assist the Section Director in the preparation and management of the NBS budget.
Oversees the responsibilities related the NBS database including data entry, management of provider contact information, tracking of lab reports and updates, annual provider data submission reminders, and other pertinent duties. Coordinates short-term follow up efforts for infants screened through the NBS screen. This includes oversight and support of on-call schedule after hours, on weekends, and holidays where the state laboratory are operating.
Qualifications
Education:
- High School, GED
Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
Minimum Qualifications:
- Three or more years of experience in a field related to newborn screening, or a licensed Registered Nurse (RN) or bachelor’s degree in related field can be substituted for experience.
Preferred Qualifications:
- Bachelor’s degree in nursing or public health.
- Master’s degree in public health, health care, or genetics counseling.
- Licensed as a Registered Nurse in the state of Kansas.
- Experience in managing a team of health professionals.
- Project management experience.
- Experience in facilitating and organizing the work of community and professional groups.
- One year of experience planning, organizing and directing the work of a public health or neonatal health program.
- One year of experience planning, organizing and directing the work of a maternal/child health program.
- One year of experience planning, organizing and directing the work of a genetics, nursing/other related program.
- Critical thinking/Problem solving.
