Corporate Climate Change Reporting Fee Regulation Supervisor

The California Air Resources Board (CARB) is seeking an experienced and motivated Air Resources Supervisor I (ARS I) to lead the Fee and Enforcement Support Section (FESS) within the Climate Data & Risk Reporting Branch (CDRRB). FESS plays a critical role in supporting the implementation of Senate Bill (SB) 253 and Senate Bill (SB) 261, which mandate large corporations doing business in California to disclose their greenhouse gas (GHG) emissions and climate-related financial risks. 

This position offers an exciting opportunity to guide the development and administration of fee systems, support robust enforcement of climate disclosure regulations, and ensure accurate and transparent corporate reporting. Under the general direction of the Air Resources Supervisor II (ARS II), the ARS I will oversee a team of professional staff engaged in regulatory development, fee administration, enforcement, data analysis, and compliance support activities.

The ARS I will direct program implementation efforts, oversee data collection and compliance activities, lead the development of fee and enforcement regulations, manage program contracts and budgets, and represent the section in stakeholder engagements. This position requires strong leadership skills, experience in regulatory or climate program implementation, and familiarity with corporate GHG emissions reporting and climate-related financial disclosure frameworks.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
