POSITION HIGHLIGHTS:
- Full Time, 40 hours per week
- Monday through Friday
- Location: Department of Transportation Headquarters in Newington, CT.
- Reports to a Transportation Supervising Planner or employee of a higher level.
- P-4 (Engineering and Scientific) bargaining unit
- This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy which can be found here. Employees in their initial working test period must work on site in the office.
Field work in all weather conditions and on active construction sites will be required and travel primarily within the State will be necessary, and overtime may be required, especially during emergency situations.
THE ROLE:
The Environmental Resources Compliance Unit ensures DOT construction projects and maintenance activities are compliant with State and Federal regulatory requirements for work impacting regulated areas as well as natural and cultural resources. This unit coordinates directly with construction inspection personnel and regulatory agency representatives to ensure use of best management practices related to erosion and sedimentation control and stormwater treatment are utilized and maintained properly. During Emergency situations, the Environmental Resource Compliance team obtains necessary state and federal permit approvals for repairs to damaged infrastructure and coordinates necessary repairs with design and construction teams. This team is also responsible for coordinating necessary permit modifications to facilitate construction while minimizing impacts to the environment. This unit also manages the planning components of the Department’s Separate Storm Sewer Systems Permit (MS4 General Permit) and responds to public complaints.
This entry level position will be primarily responsible for working to support environmental site inspections on active construction projects, review of design plans and specifications, obtaining emergency permit authorizations, stormwater registrations and approval of Contractor submittals as they relate to permit authorizations and project specific environmental commitments.
Examples of Duties:
Conducts field work and planning studies relative to all transportation modes for the movement of people and goods; conducts and directs surveys related to environmental studies, land use, and transportation needs; develops, coordinates and evaluates transportation programs; collects, analyzes and updates data related to impacts of transportation facilities, projects and programs and makes recommendations based on this analysis; performs trend and environmental analyses of transportation related data; prepares statistical and written reports and environmental impact statements; reviews studies, surveys and technical documents for conformance with department standards, needs and state and federal laws and regulations; provides planning assistance and coordinates activities and projects with local, regional, state, and federal agencies, private consultants and stakeholders; investigates and responds to public inquiries and complaints regarding transportation plans, programs and/or projects; reviews proposed legislation and distributes information; may perform site analysis work; performs related duties as required.
- Eligibility for promotion to the target classification of Transportation Planner 1 is earned upon successful completion of the training program.
Target class: Transportation Planner 1
- Candidates with a Bachelor’s degree will serve a two (2) year training program.
- Candidates with a Master’s degree in a closely related field may be eligible for a shorter training period.
First year of training:
Bachelor's degree and/or qualifying experience: FS 15 Step 1 ($55,328/year)
Master's degree: FS 15 Step 2 ($57,320/year)
Second year of training:
General rate: FS 15 Step 5 ($63,306/year)
