Duties


The Financial Services Program manages the agency's financial resources and supports agency planning so that environmental goals and strategic priorities are met.

The mission of the Financial Services Division is to manage toward Ecology's long-term financial health in support of Ecology's mission. The Fiscal Office vision is that our employees and customers have the knowledge and tools to meet their needs and the agency needs, producing zero audit findings.

We are looking for an experienced Fiscal Analyst 4-level candidate with a passion for learning IT systems.

The e-Hub Business Analyst (Fiscal Analyst 4) position is located in Lacey, WA. This position reports directly to the Senior Financial Advisor (WMS-2) and supports the business lead for the Dynamics 365 (D365) implementation. This position is part of the core business team. This position serves as Principal Assistant to the Senior Financial Advisor. Responsibilities include:
  • Testing – as subject matter expert, participate in testing of cashiering, accounts receivable, and fee billing work streams.
  • Training – serve as fiscal office subject matter expert to train fiscal office staff on operation of D365.
  • Configuration – in partnership with agency staff and implementation vendor, assist in system configuration of key financial elements of the system.
  • Data Migration – serve as a key resource in planning and migrating historical data from legacy systems into the new D365.

Qualifications

Required Qualifications
  • A bachelor's degree from an accredited college or university in business, accounting, public administration, or closely related discipline, with a minimum of 18 quarter or 12 semester hours in accounting, auditing, or budgeting. Professional experience may substitute for education but not for the accounting credit hours.
  • Four or more years of relevant professional-level experience in state accounting.
  • Demonstrated knowledge of state of Washington enterprise systems for accounting and reporting (AFRS, Enterprise Reporting-standard and Web Intelligence).
  • Intermediate proficiency using Microsoft Office products including Word, Excel and Outlook; is able to create, edit, modify, save, and delete documents and spreadsheets; includes locating and accurately modifying existing files and templates for reuse.
  • Demonstrated ability to plan, prioritize, and organize workloads to meet deadlines.
  • Demonstrated ability to communicate effectively, work collaboratively with, and present complex financial material, to all levels of managers and staff.
  • Ability to use professional, technical, and intuitive judgment in making decisions on a daily basis and exercise extreme confidentiality, discretion, and professional decorum at all times.

 Desired Qualifications:
  • A master's degree or higher from an accredited college or university in business, accounting, public administration, law, or closely related discipline.
  • One of the four years of required experience to include working with automated systems that include users from business and financial areas, and in coordination with information technology staff, as well as working on a team that either developed requirements, or developed or implemented an automated system.
