Our Toxics Cleanup Program (TCP) is looking to fill a Budget and Finance Officer (Budget Analyst 4) position. The position will be located in our Headquarters Building (HQ) in Lacey, WA.
 
The Budget and Finance Officer position is the budget expert coordinating directly with TCP's Financial Services Unit Manager to assist in managing TCP's operating budget, federal grants, and Ecology's cost recovery and Voluntary Cleanup Program financial management.

Duties
 
Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.

The Budget & Finance Officer is an expert budget and financial management specialist with primary focus on the operating budget and providing assistance on the capital budget. The position will independently work with the program's regional section managers and cleanup project managers throughout the budget cycle to develop budgets, prepare expenditure plans, and monitor spending. The incumbent will also provide back up and assistance to staff responsible for the program's federal grants.

This position is also Ecology's cost recovery and Voluntary Cleanup Program financial management expert, placed in the Toxics Cleanup Program. The incumbent coordinates department-wide with other Ecology programs, the Central Budget Office, the Fiscal Office, the Office of the Attorney General, and Voluntary Cleanup Program customers.

Some of the key work activities of the Budget and Finance Officer position are:
  • Acts and participates as an expert budget specialist in program and agency budget and finance activities.
  • Participates in preparing program operating and capital budget proposals.
  • Independently completes fund manager responsibilities for statewide funds: Underground Storage Tank Account.
  • Prepares and presents complex expenditure forecasts, spending plans, and assists in developing detailed program financial allotments.
  • Prepares reports, completes analysis, and briefs Program Management Team on financial status and progress in executing program spending plans, and recommends adjustments as necessary.
  • Expertly uses statewide budget and financial management systems and Microsoft Office products.
  • Actively participates in program and agency activities for developing proposed legislation and rule making affecting toxics cleanup operations in the state.
  • Responds to legislative, the Governor's Office of Financial Management and agency requests for program specific information.
  • Prepares and reviews fiscal notes.
  • Independently coordinates all aspects of Toxics Cleanup Program federal grant management.
  • Leads the planning and management of the Toxics Cleanup Program chart of accounts.
  • Independently coordinates Ecology's cost recovery system and manages the Toxics Cleanup Program's cost recovery and Voluntary Cleanup Program financial management responsibilities. This requires senior level expertise to implement and recommend updates to cost recovery and Voluntary Cleanup Program policies, procedures and practices.

Qualifications

Required Qualifications:

A Bachelor's degree in business, public administration, accounting, economics, statistics or allied field AND five (5) years of professional experience in budget, finance, management, cost analysis, program analysis, accounting or related field.

OR

One (1) year as a Budget Analyst 1, 2, or 3 (provided a degree as described above has been obtained).


Desired Qualifications:
  • Experience performing duties in a state agency in accounting or budget.
  • Knowledge of and experience working with automated statewide budget/allotment systems, financial reporting systems, and fiscal note system.
  • Advanced skills in Microsoft Excel.
  • Knowledge of and experience working with federal grants.
  • Knowledge of and experience developing and maintaining a chart of accounts.
 
Special Requirements/Conditions of Employment:
 
Must possess and maintain a valid Driver's License in order to operate state vehicles.
