Application Developer (IT Specialist 4)

The Environmental Systems Support (ESS) Unit within the Information Technology Services Office (ITSO) at our Headquarters building in Lacey, WA is currently looking to fill a one-year Application Developer (IT Specialist 4) project position. ESS is a cross-functional team of 14 professionals who are dedicated to providing advanced software applications to support the agency's scientists, engineers, inspectors, and policy makers. We work extremely closely with our internal and external customers to rapidly respond to their business needs, ensuring that the solutions we provide effectively contribute to Ecology achieving its mission.

In this role, you will work in a supportive and professional environment with fantastic people who are passionate about the environment, understand the importance of work-life balance, and are focused on continual improvement and learning. You will contribute to diverse projects, working with varying customers using the latest Microsoft development stack and agile methodologies to tackle some of today's most challenging and exciting IT fields, such as Big Data, mobile field data collection, telemetry, data quality assurance, data discovery and search, and integration of disparate data and analytics to create business intelligence. Your work will directly support the creation of new science and policy that is focused on making measurable improvements in the environment of the State of Washington.

We are looking for candidates who possess strong communication skills, domain knowledge, and experience working in a supportive team-oriented environment, with mentorship and collaboration competencies. Applicants must have proven proficiency with software application development as it relates to modernizing legacy applications, integrating with Commercial Off-The-Shelf (COTS) software, Extract Transform and Load (ETL) experience using SQL Server Integration Services (SSIS), and building on Model View Controller (MVC) architecture.

Duties

Agency Mission: Ecology's mission is to protect, preserve and enhance Washington's environment and to promote the wise management of our air, land and water for the benefit of current and future generations. 
 
Program Mission: The Information Technology Services Office (ITSO) is the central provider of strategic and tactical support for the use of Information Technology (IT) within Ecology. The mission of ITSO is to create and support useful technology services that adapt for the future and support Ecology's mission.
 
Unit Mission: The Environmental Systems Support (ESS) Unit is specifically tasked with the mission to provide application architecture, development, implementation, and maintenance support for environmental data systems used by many different stakeholders, including: Ecology headquarters' and regional staff for research, analysis, decision and policy-making; staff from Federal and State partner agencies for research and analysis; local municipalities, for reporting and analysis; the public, for reporting and informational purposes. The unit supports the work of these stakeholders, who may be required to report environmental data to Ecology or use ESS databases for reporting, research or analysis purposes, or interact electronically with Ecology to achieve a common goal of protecting, preserving, and restoring the environment through scientifically verified initiatives.
 
This position is funded by the Environmental Assessment Program (EAP), one of ten environmental programs in the Department of Ecology. EAP is charged with monitoring Washington's environmental quality, focusing on marine water (Puget Sound and coastal waters) rivers and streams, groundwater and marine and freshwater sediments as well as providing scientific consulting to other Agency programs. EAP monitors for many types of pollutants including toxic contaminants. EAP also runs a large environmental laboratory (Manchester Environmental Laboratory in Manchester, WA) and a laboratory accreditation office that accredits labs throughout the state.

DUTIES

Some of the key work activities at the IT Specialist 4 level include:
  • As a senior-level Microsoft application developer in the Environmental System Support (ESS) Unit, independently designs, develops, tests, maintains, and enhances complex applications for the Environmental Assessment Program (EAP). Uses senior-level skills and experience to provide independent consultation and analysis on medium to large-scale projects that involve new technology, technical and organizational complexity, and integration of information systems and data.
  • Designs, implements, maintains and manages various complex environmental databases.
  • Independently gathers end-user requirements and designs complex computer systems to best meet business needs.
  • Keeps knowledge up to date with current technologies.
  • This position may work alone on medium-to-large size applications, or in collaboration with a team of journey and expert level developers on larger applications.
 
This recruitment will remain open until filled. Qualifications

Required Qualifications:
 
An Associate's degree or higher in Computer Science; Information Technology OR completion of a two (2) year accredited vocational training program in information technology or related program

AND

Two (2) years of recent professional level experience in computer application development and maintenance of medium to large scale systems.

OR

A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for all of the above except for one (1) year of the required experience.

OR

Four (4) years of recent professional experience in computer application development and maintenance. Experience includes but not limited to independently analyzing, designing, implementing, maintaining and/or programming medium to large scale software applications.
 

Desired Qualifications: 
  • A Bachelor's degree with a focus on programming/software development and/or engineering.
  • Four (4) years of information technology experience programming web-based software applications or developing information systems architecture using Microsoft development technologies such as C#/ASP.Net, SQL Server, and HTML5/JavaScript for applications. Professional experience programming, modernizing, maintaining and/or support work for moderate risk, accessible web-based software applications, and databases.
  • Professional experience transferring end-user requirements into technology solutions centered primarily on Microsoft technologies.
