Public Disclosure Coordinator - Forms & Records Analyst 3

The Opportunity:  
The Washington State Department of Transportation (WSDOT) is currently hiring a Public Disclosure Coordinator in the Public Disclosure Unit of the Risk Management and Legal Services Division. This position will be stationed in Seattle's Pioneer Square and is responsible for processing public disclosure requests according to governing laws, regulations and WSDOT policy.

This position will perform the following work:
  • Process public records requests by acknowledging requests, communicating with requestors to obtain clarification as needed, coordinating with agency staff to locate and collect responsive records, apply exemptions as warranted, and provide records to requestors.
  • Consult and provide guidance to department staff and management on the requirements of the Public Records Act, RCW 42.56, and agency procedures.
  • Communicate effectively to assist a wide variety of internal and external customers at all levels of authority.
  • Act as an agency point of contact and subject matter expert with regards to questions and guidance about public disclosure.
  • Interpret Washington State Public Records Act, RCW 42.56, rules and regulations for internal and external customers.
  • Maintain a comprehensive understanding of the statutes and case law governing public records.
  • Utilize the departments web based Public Disclosure Request Center to accurately process and track the progress of requests.
 
 Position Requirements:
  • Working knowledge of and the ability to interpret the Washington State Public Records Act, RCW 42.56.
  • Ability to understand and apply the legal statutes governing the Records Management Act, RCW 40.14.
  • Advanced proficiency with personal computers with Microsoft Office applications including Word, Excel, Outlook and Adobe.
  • Ability to function effectively in a demanding, fast paced, stressful environment and meet deadlines while maintaining excellent customer service skills, and a professional attitude.
 
From the hiring managers perspective it is desired that the ideal candidate will also have:
  • Bachelor's degree in business administration or related field.
  • Working knowledge of records management systems, applications, and use of filing systems and equipment.
  • Working knowledge of a Public Disclosure Tracking system or database.
  • Ability to type accurately and apply correct punctuation.
  • Ability to accurately type emails, narratives, memos, and content containing legal verbiage.
  • Ability to communicate with the public on a professional level.
  • Working knowledge of archiving records in electronic and/or paper format per the retention schedule.
