Hearings Officer I (Grand Prairie)

The Texas Workforce Commission (TWC) is seeking a Hearings Officer I to join the Appeals department team, located in Grand Prairie at 2102 W Main St.

Appellate Services allows claimants and employers to appeal adverse decisions on their benefits claims or the charges of benefits to an employer's account in a fair and impartial manner as mandated by the state legislature.

The Hearings Officer I performs routine (journey-level) consultative and technical work in the implementation of the appeals process in the Unemployment Insurance Program. Provides consultative and technical services while conducting formal hearings on appeals involving claims for unemployment insurance, and preparing hearings decisions. May train others. Works under moderate supervision with limited latitude for the use of initiative and independent judgment.

The ideal candidate will possess the skills and abilities for work involving high degree of production under strict deadlines, extensive contact with the public and high level of stress.

GENERAL DUTIES
-Performs routine consultative and technical work in the implementation of the appeals process in the Unemployment insurance (UI) program.
-Conducts telephone hearings on entitlement to UI Benefits in accordance with Federal and Texas Law and procedures.
-Researches laws, regulations, policies, and precedent decisions to prepare for appeal hearings.
-Confers with agency personnel to obtain additional information bearing on appeals and to clarify future implications of decisions.
-Questions witnesses and rule on exceptions, motions, and admissibility of evidence.
-Adjudicates benefit eligibility issues raised in appeals filed by claimants or employers. 
-May render decisions affirming, modifying, or reversing previous rulings based on testimony, claims records, applicable provisions of laws, and established precedents. 
-Performs related work as assigned.

PREFERRED QUALIFICATIONS
- Skill in operating computers and applicable software for program goals
- Admission to the State Bar of Texas or licensed to practice law in the United States

MINIMUM QUALIFICATIONS:
Hearings Officer I
Graduation from an accredited law school approved by the American Bar Association.
Graduation from an accredited law school approved by the American Bar Association will still be required if substituting experience for education.
Two years of full-time experience as a hearings officer conducting Unemployment Insurance benefits entitlement hearings in Texas or another state will satisfy the minimum qualifications.

Duty requires up to 5% travel for in-person hearings involved and ability to lift 15 pounds.
