The Shorelands and Environmental Assistance (SEA) program within the Department of Ecology is looking to fill a Washington Conservation Corps Section Supervisor (WMS Band 2) position. The Washington Conservation Corps Section Supervisor position is a second level manager within the Shorelands and Environmental Assistance (SEA) Program and manages the Washington Conservation Corps (WCC) Program for Ecology. This position directly supervises seven (7) professional staff at HQ, including a WMS1 Operations Unit Manager, and has oversight over a total of 65 professional staff and 300+ WCC (Americorp funded) members in the field statewide. This position reports directly to the SEA Program Manager.

Duties
 
The mission of the Shorelands and Environmental Assistance (SEA) Program is to work in partnership with communities to support healthy watersheds and promote statewide environmental interests. This position supports that mission by managing the activities and operations of the Department of Ecology's Washington Conservation Corps (WCC) Program section. WCC is a state-wide program consisting of 53 crews and over 375 employees within the SEA program. This is a major activity of the program and leads Ecology's and the state's efforts in developing and implementing youth training and natural resource and restoration projects, and emergency response activities both in Washington and throughout the country.

The Washington Conservation Corps Section Supervisor directly implements the Washington Conservation Corps program for the Department of Ecology and other partnering agencies including Department of Natural Resources, Washington State Parks and Recreation and Washington State Fish and Wildlife.

Some of the principal responsibilities of the Washington Conservation Corps Section Supervisor position include:
 
  • Plans, leads, organizes, and controls the work performed by the WCC.
  • Assures appropriate and optimum use of the WCC resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities.
  • Supports effective communications throughout the organization.
  • Maintains the highest standards of personal/professional and ethical conduct and supports the state's goals for a diverse workforce.
  • Implement, enforce, and ensure compliance with laws, rules, policies, and develops procedures for the effective implementation of the Washington Conservation Corps.
  • Through the position's Unit Operations Manager, provide management of 4 sub-areas: Grants and Contracts, Training and Development, Administration, and Individual Placement (IP).
  • Directs the activities of 6 FTE. In addition to these management activities, including the development and management of the WCC Section's $11 Million dollar annual budget.        ·
  • Ensures quality and consistency of the Washington Conservation Corps program with staff decisions, hiring, and policies throughout the state.

Qualifications

Required Qualifications:
 
A Bachelor's degree involving major study in an environmental, physical, or natural science, engineering, planning, business administration, education, or closely allied field.
 
AND
 
Five (5) years of professional-level experience in land use, urban, regional, environmental, or natural resource planning, or program development. Two years of experience, which may be obtained concurrently, must include budget management, youth job training and development, and grants and contracts negotiations and development. This experience also must have included working with local, state, and federal agencies, including executive, and legislative branches of state and federal government.

It is essential that this position have strong leadership and management skills that promote a productive and supportive work environment. This includes:
 
Making timely and responsive decisions, takes risks in balancing resources and demands. Requires consideration of both tactical and strategic outcomes in making decisions. Implement policies and issues cutting across many Ecology Programs, as well as other state agencies and local governments. Takes responsibility for decisions made, and involves appropriate staff in the decision making process. Modifies decisions based on new information, when appropriate, maintaining consistency.

Desired Qualifications:

A Bachelor of Science degree in environmental studies.

Knowledge of contracts management, grant writing, budgets, personnel management, youth corps experience.
