Civil Rights Investigator - Housing Section

Texas Workforce Commission, the agency that helps our state's economy grow by connecting people with jobs, is seeking an experienced Investigator for the Fair Housing Section in the Civil Rights Division. The Investigator III-IV -- Civil Rights Housing Section performs complex (journey-level) investigative work. Work involves conducting investigations. May train others. Works under general supervision, with limited to moderate latitude for the use of initiative and independent judgment.

The ideal candidate will have knowledge of state and federal Equal Employment Opportunity (EEO) and/or Fair Housing laws. A candidate screening questionnaire may be used, and practical exercise may be conducted at the time of interview. 


GENERAL DUTIES:
- Conducts intake to gather information from callers who have complaints regarding Fair Housing.
- Determines jurisdiction and refers customers to federal, state and local agencies as appropriate.
- Drafts complaints of discrimination and/or amendments and conducts investigations into allegations within jurisdiction.
- Uses phone, email, fax, mail, and personal interaction with complaining party, responding party, and their representatives to gather initial facts and information regarding potential violations.
- Plans, organizes and conducts investigations by personal contact, examination of records, performing desk reviews, interviewing potential witnesses and if necessary, on-site investigations.
- Issues Requests for Information and drafts and processes subpoenas as necessary.
- Attempts pre- and post-determination conciliation/settlement with all parties.
- Recommends administrative dismissal, reasonable cause, or no reasonable cause in written reports of determination.
- Evaluates, summarizes, and accurately documents investigative activities and findings and maintains organized hard copy and electronic case files.
- Prepares case files for presentation during TWC formal administrative hearings or court proceedings, and testifies.
- Prepares weekly and monthly reports while managing multiple cases concurrently.
- May perform substantially equivalent duties for Equal Employment Opportunity complaints for the Employment Section.
- Completes special projects and other work as needed or assigned.

PREFERRED QUALIFICATONS:
- Bachelor’s Degree or more advanced degree from an accredited college or university in a discipline such as Law, Public Administration, Journalism, Political Science, Business, History, or English.
- A minimum of one complete year of full-time experience as a civil rights investigator, attorney, auditor, compliance director/officer, or similar field involving interviewing, gathering evidence, and
interpretation of laws and policies.
- Strong narrative report writing skills.
- Ability to type at least 35 words per minute is strongly preferred.
- Prior State of Texas agency experience is a plus.
- Bilingual in English/Spanish is a plus.

MINIMUM QUALIFICATIONS:
Investigator III: Graduation from an accredited four-year college or university plus one year of full-time qualifying experience.
Investigator IV: Graduation from an accredited four-year college or university plus two years of full-time qualifying experience.
All: Qualifying experience is defined as performing auditing or investigating work; or unemployment insurance claims examiner tasks; or other work involving gathering of information, interviewing, interpretation of policies in a public or private enterprise.
Twelve semester hours of graduate study from an accredited college or university will satisfy the minimum qualifications. A doctorate degree from an accredited college or university will satisfy the minimum qualifications. One additional year of qualifying experience may be substituted for each year (30 semester hours) of the required college.

Position involves travel, up to 25% of the time, with possible overnight travel and the ability to lift 10 pounds. 


The salary range for this position is $3,596.32 - $4,500.00 per month depending on qualifications.
