Hazardous Waste Permit Writer
The Idaho Department of Environmental Quality is hiring 2 Hazardous Waste Permit Writers within the Waste Management and Remediation Division.The primary duty for the Permit Writer position will be to process permit modification requests and permit renewals as well as project management of various sites.

Example of Duties:
- Review permit applications, preparation of specialized permits and permit modifications
- Performs project lead/facility point of contact duties
- Regulatory analysis and interpretation, evaluation of chemical, physical or biological data
- Compliance Support
- Assist with and participate in Permitted Site Inspections and other duties as assigned
Minimum Qualifications:
Possession of a Bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR, any combination of education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college. AND, At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.OR,Possession of a Master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Specialty Minimum Qualifications (required for this position):
- DEQ 5637 HAZARDOUS WASTE: Considerable knowledge of the Resource Conservation Recovery Act (RCRA) hazardous waste management implementation and processes typically gained through possession of a college degree in Hydrogeology, Geology, Geophysics, Biology, Environmental Science, Chemistry, Soil Science, Chemical, Civil or Environmental Engineering, or a closely related field; OR education and experience equivalent to an undergraduate degree; AND at least two (2) years of full-time work experience in RCRA hazardous waste management, including regulatory analysis and interpretation, and hazardous waste characterization, remediation, treatment, storage and disposal; OR possession of an unrelated college degree; AND successful completion of two (2) years of environmental college-level coursework supplemented with four (4) years full-time work experience as outlined above. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.
- DEQ 3116 REMEDIATION: Considerable knowledge of remediation typically gained through possession of a college degree in Hydrogeology, Geology, Geophysics, Biology, Environmental Science, Chemistry, Soil Science, Chemical, Civil or Environmental Engineering, or a closely related field; OR education and experience equivalent to an undergraduate degree; AND two (2) years of work experience in investigating, monitoring and remediating past contamination, evaluating fate and transport of contaminants, applying short-term and long-term control and clean-up technologies; OR possession of an unrelated college degree; AND successful completion of two (2) years of environmental college level coursework supplemented with four (4) years full-time work experience as outlined above; OR At least eight (8) years of work experience in investigating, monitoring and remediating past contamination, evaluating fate and transport of contaminants, applying short-term and long-term control and clean-up technologies, and/or interpretation and application of federal and/or state environmental rules and regulations. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Physical requirements:
- Ability to sit and work on a computer for 2-4 hours at a time
- Ability to reach and bend for filing purposes
- Some periods of heavy reading and typing required
- Ability to lift 30 pounds when working with file boxes
- Some travel may be required
- Must have a valid driver's license
- Ability to climb ladders, staircases, work on uneven terrain
- Ability to lift and carry up to 30 pounds over rough terrain
- Ability to work in adverse or inclement weather
- Ability to work in extreme hot or cold temperatures both outside and inside
- Must be able to wear a respirator
- Ability to work on elevated instrument platforms, ladders, etc.
- Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain
- May work in vicinity of loud noise
- May be required to travel and stay overnight in remote areas
- May come into contact with hazardous waste/materials
- Other: Baseline and yearly medical monitoring is required due to the possibility of hazardous substance exposure. Must be able to wear personal protective equipment (e.g. Tyvek or Saranac coveralls, full face respirator). Certain locations may require radiological exposure monitoring while on site.
