Statewide Air Operating Permit Program Coordinator (Environmental Specialist 4)

The Air Quality Program (AQP) is looking to fill a Statewide Air Operating Permit Coordinator (Environmental Specialist 4) position. The position will be located in our Headquarters Building in Lacey, WA.

The Statewide Air Operating Permit Coordinator position implements and coordinates the air operating permit (AOP) program for the state. This position coordinates the AOP program with: the Air Quality Program, the Nuclear Waste Program (NWP), the Solid Waste Management Program's (SWM) Industrial Section, the Department of Health's (DOH) Radionuclides Program, the Energy Facility Site Evaluation Council (EFSEC), and Seven local air agencies. This coordination provides increased regulatory certainty for sources, while providing public health and environmental protection through the regular consolidation of requirements from multiple air permits into one permit.

We are looking for applicants who possess excellent facilitation skills, the ability to coordinate information sharing and program tracking internally and externally and the ability to coordinate large projects with multiple stakeholders. We'd like to hire someone with experience tracking budgets and financial processes, and/or program and financial audits. We are looking for someone with the ability to learn and interpret statutes and regulations. We're looking for someone with the ability to present information to small and large audiences.

Duties

The mission of the Air Quality Program is to protect, preserve, and enhance the air quality of Washington to safeguard public health and the environment and support high quality of life. The federal Clean Air Act requires all states to have statewide operating permit programs for businesses and industries that are the largest sources of air pollution. An air operating permit contains all the permit requirements that apply to an air pollution source. 

Some of the key work activities of the Statewide Air Operating Permit Coordinator are:
  • This position manages and updates the Air Operating Permit program workload model, collaborates with air quality staff in Ecology Regions and Programs to gather information and with the AQP Budget Manager to confirm estimates, build future budgets and track AOP fund balance.
  • This position oversees the AOP evaluation processes by arranging a committee to audit local air agencies; coordinating external financial and performance audits and facilitating the Program's response to audit results.
  • The position reviews and confirms annual fees developed by local air agencies and arranges fee collection from multiple air emission sources within Ecology jurisdiction.
  • The position develops and maintains the statewide AOP permitting guideline, Integrated Risk Information System (ISIS) Desk manual, AOP Program Manual, and AOP Coordinator Desk Manual.
 
Additional information about the position:
  • The position is expected to track the Air Operating Permit Program budget and finances while developing and implementing program improvements.
  • Develops response to program audits, financial audits and EPA oversight findings or suggested improvement.
  • This position provides an opportunity to work with professional specialists, planners and engineers across multiple local air agencies and Ecology programs, sections and disciplines and air quality permit types.
  • This position provides facilitation and outreach to large audiences (40+); connecting and collaborating with people in other program and agencies without meeting in person.

Qualifications

Required Qualifications:

A Bachelor's degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND five (5) years of professional-level experience in environmental analysis or control, or environmental planning which includes one (1) year equal to an Environmental specialist 3 or above or two (2) years equal to an Environmental Specialist 2 or above.
 
Two (2) years of the experience must include working in a commercial/industrial ambient air quality program in a regulatory capacity which may include: permit writing, compliance inspection/enforcement of permits, or working in a Title V (AOP) program, and managing and tracking a program budget.

Experience as an Environmental Specialist 2 can include assisting in any of the following areas: 1) performing field surveys or studies, 2) responding to complaints involving scientific or technical content, 3) preparing public meetings and hearings, 4) assistance with routine inspections or investigations requiring specialized knowledge of industry processes, pollutant sources or natural processes, 5) responding to routine inquires or requests for technical assistance involving scientific content, 6) special projects that are scientific in nature, 7) conducting routine sampling and testing analyses, interprets data, writing reports 8) performing basic sampling data review, 9) maintaining an environmental data base to support technical projects, 10) providing routine environmental technical and administrative assistance to grant/ contract/ loan recipients of environmental protection projects.
Experience as an Environmental Specialist 3 can include a combination of the following: 1) investigating and / or resolving complaints involving science or technology content, 2) performing inspections, 3) drafting technical evaluations and reports, 4) develops plans for researching information used for technical projects, regulatory or policy development, 5) plan and facilitate public meetings and hearings, 6) project work requiring specialized knowledge of industry processes, pollutant sources or natural processes, 7) providing technical assistance for complex scientific content and/ or support for implementing scientific content programs, 8) conducting tests, analyzing and evaluating data, 9) using environmental databases to support technical projects, 10) developing scientific studies and resource management plans, 11) providing environmental technical and administrative assistance to grant/ contract/ loan recipients of environmental protection projects.

Desired Qualifications:

At least two (2) years of experience working with compliance assurance agreements, compliance monitoring strategies, high priority violations, or federally reportable violations.


Special Requirements/Conditions of Employment:

Must possess and maintain a valid driver's license.
