Confidential Account Clerk

CONFIDENTIAL ACCOUNT CLERK
 
DEPARTMENT: Water                         ANNUAL SALARY RANGE: $36,795 to $48,131
                                                                                                (salary effective July 1, 2019)
 
GENERAL STATEMENT OF DUTIES: Under supervision, performs a variety of complex clerical and administrative tasks and applies bookkeeping principles to the maintenance of accounting, budget, payroll and fiscal records; performs related work as required.
 
DISTINGUISHING FEATURES OF THE CLASS: The work in this class involves performing a variety of complex clerical and administrative tasks and specialized work involving the independent application of bookkeeping principles to the maintenance of accounting, fiscal, budget and payroll records. Employees in this class work with established accounting systems and procedures. Work is reviewed by the supervisor through verification of financial records and statements and through periodic audits.
 
EXAMPLES OF WORK (ILLUSTRATIVE ONLY):
 
ESSENTIAL: Performs posting, bookkeeping, cost accounting, payroll, budget and related duties; enters information into the computer; maintains journals and subsidiary ledger accounts, billings and accounts receivables, purchase orders, invoices, vouchers and checks; maintains various databases; operates a calculator, computer, copier, transcriber and related office equipment; provides information as requested; prepares bank deposits and reconciles accounts; prepares preliminary budget documents and payroll; maintains files; prepares statistical data and reports; accurately types memorandums, correspondence, reports and documents from rough drafts; composes correspondence in accordance with standard policies and general instructions; handles confidential information; explains policies and procedures; arranges appointments and meetings; requisitions parts and supplies and maintains inventories; interacts with the general public in person, by telephone and through mail and/or e-mail correspondence; responds to questions and service requests from residents in an equitable, courteous and timely manner; assists with annual audit workpapers; participates in the city’s intercultural competency training and program.
 
KNOWLEDGE, SKILLS AND ABILITIES:
 
ESSENTIAL: Knowledge of bookkeeping principles and procedures; knowledge of modern office practices, procedures, systems and equipment; knowledge of basic municipal accounting and payroll procedures and principles; knowledge of diversity, equity and inclusion; ability to apply accounting principles to the maintenance of fiscal, accounting and payroll records; ability to perform detailed work involving written and numeric data and to make arithmetic calculations rapidly and accurately; ability to rapidly enter data into a computer; ability to understand and carry out complex oral and written instructions; ability to perform complex clerical duties involving independent judgment and requiring attention to accuracy and speed; ability to meet deadlines under pressure; ability to spell and use correct grammar; ability to maintain confidentiality; ability to exercise independent judgment and use resourcefulness and tact in solving problems; ability to maintain good public relations with emphasis on customer service; ability to establish and maintain effective working relationships with employees and the public; ability to communicate clearly, both orally and in writing; ability to respond to residents inquiries in an equitable, courteous and timely manner; demonstrated ability to follow a management style that is input oriented and values equity, problem solving and the development of partnerships; demonstrated ability to work effectively as a member of a team; desire to be part of an organization that values service, people, integrity, responsibility, innovation and teamwork; skill in the operation of a calculator, computer, transcriber and other office equipment; skill in the use of word processing, spreadsheet and database software applications.
 
ACCEPTABLE EXPERIENCE AND TRAINING: Considerable clerical and customer service experience; some bookkeeping, accounting and payroll experience; experience working with a diverse workforce; possession of a high school diploma or its equivalent, supplemented by college level course work in secretarial and accounting or business practices; or any equivalent combination of experience and training which provides the essential knowledge, skills and abilities.
 
OVERTIME STATUS: Non-Exempt
