The McLean County Board of Health/553 Board is seeking to hire an energetic, innovative, and visionary leader as its Administrator, to lead the McLean County Health Department!

Located in the heart of downtown Bloomington, near the McLean County/City of Bloomington Government complex and the McLean County Law and Justice Center, the Health Department is located on the Connect Transit bus route or is a short ride from Uptown Normal, Illinois, and its new Uptown Station (with daily Amtrak service). 

The Health Department Administrator will be a seasoned, collaborative, and communicative leader who understands how to move a diverse range of staff and stakeholders forward through collaboration, communication, inspiration, and motivation. They will have responsibility for overseeing the administration of programs and the strategic plan of the organization. Other key duties include oversight of the Health Department’s human resources and employee relations; outreach including media relations; and the activities related to creating, implementing and monitoring the Health Department’s $9M budget.

The McLean County Health Department uses innovation; collaboration; discernment; and flexibility to guide its work the protection and promotion of the health of McLean County residents and visitors. The successful candidate will bring a passion for the Health Department’s mission, vision, and values; exceptional management skills; and expertise in contract management.
The position reports directly to the Board of Health; its leader will demonstrate verifiable skills in the following areas:
  • Mission Stewardship: The Health Department Administrator will have a demonstrated passion for the mission, vision, and values of the Health Department and McLean County Government and a commitment to its strategic focus. They will possess the ability to work effectively with the Board and staff to define and effectively communicate the Health Department’s mission, within the organization and to various stakeholders and ensure its effective implementation.
  • Human Resource Management: The Health Department Administrator will have a demonstrated ability to build and manage a workforce based on organizational goals, budget considerations, and staffing needs and have a demonstrated ability to build, nurture, and retain a strong senior staff team that is focused on impact, excellence, and accountability. They will be an individual of unquestioned integrity, ethics, and values who can be trusted without reservation and will inspire and motivate others.
  • Organizational Strategic Planning: The Health Department Administrator will be an experienced leader with the background and skills to work effectively with the Board to establish the strategic direction of the Agency. They will be a proven strategic thinker with the foresight, capacity, and experience to understand and balance complex and distinct constituent needs. They will diagnose critical areas for attention and develop and implement clear, action-oriented strategies that address challenging problems with thoughtful, effective solutions that engender Board support and position the organization for future success.
  • Board Relations: The Health Department Administrator will be exceptionally skilled at developing, building, and sustaining an excellent working relationship with the Board. They will also be an experienced leader with the background and skills to work with the Board to help ensure that it is properly constituted and trained to conduct effective governance and to chart a course for the next chapter of impact for the organization.
  • Building Community Relationships: The Health Department Administrator will have a demonstrated ability to purposefully build connections and relationships with various stakeholders and look for ways to represent and blend the different perspectives of each in the process.
  • Strengthen Strategic Partnerships: The Health Department Administrator will have a demonstrated ability to build, maintain, and use positive relationships with individuals, groups, organizations, and institutions that are, or might be, important in helping the Health Department achieve its mission. They will be proactive in initiating and strengthening relationships with all constituents through a systematic plan designed to increase support of the agency over the long term.
  • Communications: The Health Department Administrator will be an effective voice for Board of Health, helping to guide messaging; communicate about new initiatives and developments to stakeholders; and, generally build awareness of the organization’s work. An influential and persuasive communicator, they will have an inspired ability to build community using accessible language to explain information, strategy, and processes to individuals with differing levels of familiarity.
  • Accountability and Evaluation Management: The Health Department Administrator will possess the ability to work effectively with the Board and staff to establish accountability standards and systems that track the Health Department’s effectiveness and impact.

Supervisory Responsibilities: The Health Department Administrator will provide direct supervision to the Finance Division Director; Maternal and Child Health Division Director; Environmental Health Division Director; Clinical Services Division Director; Behavioral Health Program Manager; and the Personal Health Service Director.

Education and Experience Requirements:

Minimum qualifications for consideration include a bachelor's degree and four years of full-time administrative experience, two of which must be in public health.

Highly-qualified candidates will have a master's degree in public health and two years of full-time administrative experience in public health OR a graduate degree in a related field which may include but shall not be limited to a master's degree in public administration, nursing, environmental health, community health, health education, and two years of full-time administrative experience in public health.

In addition, highly qualified candidates will demonstrate proven experience in the planning and execution of operations; budgeting and control of revenue and expenditures; coordination of leadership of diverse divisions or departments within an agency; and service to appointed boards of directors or their equivalent.
