The Rules and Accountability section of the Governmental Relations Office is currently looking to fill a Rules and Accountability Section Manager (WMS Band 2)position that will be located at our Headquarters Building in Lacey, WA.

The Rules and Accountability Section Manager reports to the Governmental Relations Director within the executive hub of the agency The section is of significant agency importance internally and externally. The position has substantial responsibilities in management of highly complex programs and policies that are central to achieving the agency's mission. The position also provides extensive executive management advice and recommendations to the agency director, deputy director, and executive leadership team.

Duties
 
The Rules and Accountability Section Manager position manages a staff of seven FTEs and the Office's $1.5 million biennial budget, the highest being an Environmental Planner 5.
The talented and seasoned team works collaboratively across the agency and externally – often in a fast paced, and often politically sensitive environment. The section oversees Ecology's rule development, economic analysis, transparent performance management, customer satisfaction, and strategic direction.
 
Work assigned to the Rules and Accountability Section, varies depending on the projects assigned to Ecology by the legislature, the state auditor's office, and the governor's office.

Specific essential duties of this position:
  • Recruits, selects, trains and manages the performance of all positions within the section.
  • Oversees the timing, and the resources needed to accommodate agency rulemaking, policy and permit development, and economic analysis.
  • Analyzes general government legislative proposals, and accurately interprets and applies state and federal laws and legislative directives to the ensure the agency is in compliance.
  • Sets agency performance and accountability standards, facilitates the development of program measures to be in sync with the agency strategic priorities.
  • Provides expert consultation on the agency's efforts to meet the Governor's performance framework, Results, WA. Governor's performance framework, Results, WA.
  • Develops and conducts agency/customer satisfaction surveys and reports; oversees of program action plans to enhance customer service and results.
  • Facilitates and finalizes the agency strategic plan; including executive management development of the plan and program follow-through. Provides executive management with critical data, analysis, research and recommendations for strategic priorities, goals and objectives.
  • Oversees the agency's Lean Continuous Improvement program and implementation of Lean. Coaches and mentors technical and professional specialists in progress improvement, performance and accountability.
  • Provides strategic direction, policy briefings, position/action recommendations, and fiscal analysis on cross-program or agency-wide legislative issues.
Represents the Governmental Relations Director and agency executive management at meetings, work sessions, hearings, and functions of the Governor's office, Legislature, local, state and federal agencies, stakeholders and partner organizations.

Qualifications

Required Qualifications:

A bachelor's degree in public or business administration, environmental science, natural resource management or planning, organizational effectiveness, or closely related field
 
AND 
 
Five (5) years of project management, regulatory or strategic planning experience.
A minimum of 18 months supervisory experience.
Knowledge of advanced management principles and practices.
 
Desired Qualifications:
  • Strategic Analysis: Skills to plan strategically using advanced management skills and effective decision making; anticipate problems and make critical independent decisions.
  • Regulatory, policy and legislative analysis with strategic oversight.
  • Quality Improvement: Ability to apply problem-solving theories, tools and methodologies (such as Lean) to improve business practices, processes, and organizational performance.
  • Benchmarking, Data Analysis and Visualization, Performance Measurements, Indicators and Budgeting
  • Survey Methodologies: Agency consultant on how to design, implement, analyze and effectively communicate customer surveys.
  • Computer Skills: Tech savvy, experience using the Microsoft suite, and the ability to learn new platforms and applications to enhance the work of the section.
  • Ability to graphically display data and information to inform policy and fiscal decisions.
  • Project Management oversight and experience.
