Applications Manager – Transportation Data, GIS and Modeling Office

The Opportunity: 

The Washington State Department of Transportation (WSDOT) is seeing a strategic and accomplished professional to join the Transportation Data, GIS and Modeling office as the new Applications Manager. The purpose of this position is to manage a team of IT application developers to collect, process, distribute and secure statewide collision and travel data. This position provides guidelines and procedures to staff in work units and associated business unites and makes strategic decisions regarding the collection, storage, management, security and dissemination of statewide collision and travel data that satisfies short and long-term technical data and business requirements.

This position will perform the following work:
  • At an inter-agency level, discuss, negotiate, estimate and plan for the development of new applications and large modifications to existing applications to accommodate changes in business needs of the Traffic Safety community.
  • To work cooperatively and decisively at an inter-agency level to manage the scope, business requirements, application development, timeline and federal funding of projects that are needed for the implementation of the Strategic Plan.
  • Work with WSDOT’s collision and travel business areas to create a biennial project plan, managing scope, identifying risks and tracking progress.
  • Coach team members to understand their role in achieving department goals.
  • Jointly participate with other WSDOT managers in developing and implementing strategies, policies, standards and guidelines in accordance with stated agency direction.

In order to be considered for this position, a candidate must possess:
  • Bachelor’s Degree in Computer Science or related field AND; minimum 5 years of progressive IT Management (individual and team) experience. (Additional years of experience can substitute for education on a year for year basis).
  • IT Management experience including workload prioritization, negotiation, mediation, and the development of strategic plans, policies and procedures.
  • Five (5) years of application development experience.
  • Three (3) years project management experience.
  • Prior supervisory experience of technical staff.

An ideal candidate would also have the following desirable qualifications:
  • Project Management Certified with a minimum of 3 years of experience.
  • Experience with large, multi-agency projects.
