The Office of Columbia River (OCR) and the Water Resources program (WR) within the Department of Ecology is looking to fill an OCR Contract & Grant Planner (Environmental Planner 4) position. This position's location is flexible depending on where the successful candidate resides. This position can be located in our Headquarters Building in Lacey, WA. or our Central Regional Office (CRO) in Union Gap, WA.
The OCR Contract & Grant Planner position supports the agency's and program's mission and goals by serving as the principal planning consultant to the OCR Director and WR Financial Services Section Manager, with responsibility for assisting with contract and grant financial services to implement water supply solutions directed through the Office of Columbia River program.
We are looking for applicants who have the ability to effectively communicate detailed financial and budget information to a wide range of management, professional and technical staff both orally and in writing in formal and informal settings. The successful candidate will have the knowledge and skills to plan strategically using advance management and effective decision making, anticipating problems and making critical independent strategic decisions and developing contingency plans. Ecology is seeking someone who understands and interprets written technical reports and field studies as well as financial information. This individual must be dependable, flexible, and willing to accept responsibility.

The mission of the Water Resources program (WR) is to manage water resources to meet the current and future needs of the natural environment and Washington's communities. The mission of the Office of Columbia River is to aggressively pursue development of water supplies to benefit both instream and out-of-stream water uses to meet Eastern Washington's economic and environmental needs.
Some of the key work activities of the OCR Contract & Grant Planner position are:
- Develops, implements and oversees contract and grant agreements that support implementation of Columbia River Basin and Yakima River Basin projects that support the Office of Columbia River and the Yakima River Basin Integrated Plan (YBIP).
- Works with local, state, federal and/or tribal partners to develop agreements that implement water supply solutions to benefit out-of-stream users (i.e., domestic, commercial, industrial or agricultural water supply) as well as improvement of instream flow water supply to benefit fish, aquatic resources and the environment.
- Coordinates and consults with OCR and YBIP project proponents to implement two significant agency initiatives in cooperation with external stakeholders including local, state, tribal, federal and non-profit partners.
- Coordinates, consults and implements significant local, state and federal taxpayer funded investments.
- Develops agreements (contracts or grants) that implement projects identified by the Office of Columbia River and/or the Yakima Integrated Plan Workgroup.
- Serves as internal liaison between OCR program staff, the WR Program Financial Services Manager and the agency fiscal office.
To broaden the applicant pool, candidates will be considered at either the Environmental Planner 3 or Environmental Planner 4 level. If the selected candidate meets the requirements for the Environmental Planner 3, they will complete an in-training plan in order to reach the Environmental Planner 4 goal class.

Qualifications
Required Qualifications:
At the Environmental Planner 4 level (Monthly Salary: $4,929 - $6,468)
A Master's degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.
AND
Three years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
OR
One year of experience as an Environmental Planner 3.
At the Environmental Planner 3 level (Monthly Salary: $4,466 - $5,860 )
A Master's degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field,
AND
Two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
OR
One year of experience as an Environmental Planner 2.
Two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development, will substitute for the Master's degree provided a Bachelor's degree in a natural science field has been achieved.
Two years of professional experience in full-time budget analysis and planning will substitute for the Master's degree provided a Bachelor's degree in a natural science field has been achieved.
Desired Qualifications:
- Two years of professional experience in full-time budget analysis and planning.
- Technical Knowledge - Familiarity with water resources and water rights issues.
