19-52- Water Conservation Data Specialist (Program Specialist V)

Performs advanced (senior-level) consultative services and technical assistance work. Assists with efforts to consolidate online reporting of the water use survey, the water loss audit, and the water conservation annual report, and water conservation plans, as well as other reports and forms as necessary. Responsible for managing the interests of the municipal conservation department regarding the consolidated online reporting application. Analyzes data received in the various reports. Assists in outreach efforts to the water utilities required to complete the required reports. May train others. Leads, assigns and/or prioritizes the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement. Reports to the Manager of the Municipal Water Conservation Department.

Essential Job Functions
·        Oversees the performance, assessment and administrative activities associated with the agency’s consolidated online reporting application.
·        Acts as a liaison with internal program areas and external customers regarding the consolidated online reporting application.
·        Oversees the collection and analysis of reported data and the preparation of materials in response to requests for data.
·        Oversees the development of procedures and manuals regarding the consolidated online reporting application.
·        Oversees the development and implementation of effective techniques for evaluating the consolidated online reporting application, identifies the need for enhancements and provides guidance in the development and integration of new methods and procedures.
·        Oversees studies and analyses of data and the preparation of reports of findings.
·        Responsible for the migration of data into the data base.
·        Assists in the development of system requirements specifications for custom software development.
·        Reviews and analyzes system requirements specifications.
·        Performs data analysis and data querying functions.
·        Troubleshoots and assists in the resolution of problems relating to computer systems or programs.
·        Performs comprehensive testing of applications and application components.
·        Serves as technical liaison between program area and Information Technology department.
·        Trains staff and assists in the use of computer systems and programs.
·        Develops and test online applications.
·        Creates online reports and analysis.
·        Develops online materials presenting data from the annual and five-year reports.
·        Responds to public inquire related to the annual and five-year report data.
·        Provides consultative services and technical assistance to other TWDB staff and to water utilities for information associated with water conservation reports and water use reports contained in the TWDB online system.
·        Maintains confidential and sensitive information.
·        Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
·        Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
·        May be required to operate a state or personal vehicle for business purposes.
·        Performs other duties as assigned.
Minimum Qualifications
·        Graduation from an accredited four-year college or university with a bachelor’s degree in Engineering, Industrial Technology, Water Resources, Information Technology, or related field.
·        Seven years of information technology systems analysis experience.
·        Previous experience with Microsoft Office programs and software including Access, Adobe Acrobat, Excel, and PowerPoint.
·        Relevant education and experience can be substituted on a year-for-year basis.
Preferred Qualifications
·        Previous experience in data analysis and report writing.
·        Previous experience with SQL Server or other database management system.
·        Previous experience with a water utility, a government agency or consulting firm directly interacting with water utilities.
Knowledge, Skills, and Abilities (KSAs)
·        Knowledge of local, state, and federal laws and regulations relevant to municipal water conservation department; and of the principles and practices of public administration.
·        Knowledge of relational database systems, including Microsoft Access or Microsoft SQL Server.
·        Skills in using Microsoft Office programs such as Word, Excel, and Access.
·        Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
·        Skills in writing SQL queries.
·        Skills in data analysis.
·        Skills in testing and quality assurance.
·        Skills in documenting and communicating technical concepts and business processes
·        Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.
·        Ability to make mature, objective decisions and identify areas of potential problems.
·        Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
·        Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.

·        Ability to stand/sit/move with no physical limitations or aids to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
·        Ability and willingness to travel 5 percent of the time, primarily within the State of Texas.
·        Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
·        Ability to work days that may exceed 8 hours, including early mornings, nights, and weekends.
·        Ability to train others.
