Job Description Summary
Performs highly advanced (senior-level) managerial work administering the daily operations and activities of the Texas Water Development Board’s (TWDB) Finance Office. Assists in managing all aspects of the agency’s financial operations, including the supervision of the accounting, budget, debt and portfolio management and financial compliance functions. Assists with the overall management of the TWDB’s accounting functions by ensuring adequate controls to safeguard the agency’s financial assets, ensuring the integrity of the agency’s accounting records, and complying with all state, federal, and tax laws, and agency policies. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating divisions with the Finance Office. May plan, assign, and supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports to the Chief Financial Officer of the Office of Finance.  

Essential Job Functions
·        Provides effective leadership and management of the Finance Office.
·        Directs the activities of the TWDB financial operations.
·        Oversees all activities of agency debt and portfolio management, including portfolio reporting and management, cash flow analysis, debt service analysis, loan analysis, interest rate calculations, etc.
·        Maintains a working knowledge of applicable federal, state and local laws and regulations and develops and implements policies and procedures to ensure compliance with state and federal requirements.
·        Ensures the financial integrity of the TWDB and assists in its strategic development through the formulation of sound financial policies and procedures in partnership with the operating divisions.
·        Oversees activities related to the sale and delivery of bonds and the investment of bond proceeds and other funds in authorized investments.
·        Analyzes, organizes and directs financial management activities to ensure optimum support to agency programs.
·        Analyzes and monitors the agency’s financial position and ensures monthly, quarterly and year-end financial statements are prepared in an accurate and timely manner.
·        Formulates fiscal policy and guidelines in areas of budget development and management.
·        Directs agency activities in forecasting needs, development of funding formulas, and managing the agency’s accounts receivables and payables.
·        Prepares investment briefings and action recommendations for the Board in matters of investment legislation, security dealers, new products, quarterly investment reports, etc.
·        Develops and reports agency Legislative Appropriations Requests, Annual Financial Reports and other financial reports as required.
·        Briefs members of the legislature, public, Board and other stakeholders.
·        Designs, develops and improves agency funds management reports for use by the Board, staff, and oversight entities.
·        Monitors and maintains the agency’s investment rules, policies, strategies and procedures ensuring compliance with the Public Funds Investment Act (PFIA).
·        Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
·        Evaluates the Finance Office performance and recommends and leads improvements.
·        Ensures the provision of quality customer service from the Finance office to both internal and external stakeholders.
·        Maintains confidential and sensitive information.
·        Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
·        Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
·        Supports Finance Office with administrative requirements related to organization, budget and personnel.
·        May be required to operate a state or personal vehicle for business purposes.
·        Performs other duties as assigned.

Minimum Qualifications
·        Graduation from accredited four-year college or university with a major in Accounting, Finance, Banking, Business Administration, Business Management, or a related field.
·        Five years of extensive management experience serving in a leadership position.
·        Five years of progressive work experience in bond issuances, investment activities, accounting, fiscal management, finance, banking, or state/federal financial assistance program administration.
·        Previous state or local government experience with public bond issuances, and investment.

Preferred Qualifications
·        Master’s degree from an accredited college or university with major course work in Business Administration, Finance, Accounting or related field.
·        Certified Public Accountant.

Knowledge, Skills, and Abilities (KSAs)
·        Knowledge of local, state, and federal laws and regulations relevant to Finance Office; and of the principles and practices of public administration and management.
·        Possesses necessary skills and comprehensive knowledge to perform the job.
·        Knowledge of finance administration, budget, accounting and state and federal laws pertaining to public funds and government finance.
·        Knowledge of Texas State government, the legislative process, and experience with the Legislative Budget Board.
·        Knowledge of the municipal bond market, and the issuance of bonds.
·        Knowledge of or experience with fundamental financial and statistical methods, terminology, and analysis applicable to security transactions, market research, and fiscal & monetary macroeconomics.
·        Knowledge of or experience with financial and accounting systems.
·        Knowledge of or experience with the Public Funds Investment Act requirements.
·        Skills in planning, organizing, and directing finance programs and managing multiple priorities in a deadline-oriented environment.
·        Skills in using Microsoft Office programs such as Word, Excel, and Access.
·        Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
·        Skills in public speaking.
·        Skills in preparing and presenting complex analytical reports.
·        Skills in delivering presentations related to project, program administration and policy development to public officials and industry experts. 
·        Skills in maintaining high level effective working relationships with agency personnel, Board Members, government officials and consultants.
·        Ability to present testimony to Legislative Committees.
·        Ability to condense and present complex accounting and financial information to personnel in meaningful reports and presentations.
·        Ability to inspire staff.
·        Ability to make difficult and correct decisions and take appropriate risks.

·        Ability and willingness to travel 20% of the time, primarily within the State of Texas.
·        Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
·        Ability to work days that may exceed 8 hours, including early mornings, nights, and weekends.
·        Ability to train others.
