Engineering Assistant Director

Target Salary Range $85,000 - $100,000

Professional engineering work of a difficult and highly responsible nature in connection with planning, coordinating and directing activities of the Engineering Department of the City of Clearwater with 136 employees, $30 million operating budget, $30 million capital improvement project (CIP) budget and project management of over $50 million in CIP from other departments. Work involves the application of technical civil engineering expertise to a variety of complex engineering projects and includes the demonstration of management skills to coordinate activities of various divisional groups, including: Utility, Stormwater, Environmental and Traffic Engineering, Traffic Operations, Construction Management and Inspection, Engineering design and drafting, Parking Systems, and building and site plan review. A major emphasis is on assuring capital improvement projects are designed and permitted in a technically comprehensive, timely and professional manner with accurate and appropriate project budgets and schedules. Considerable independent judgment, discretion, and initiative is exercised in carrying out daily operations under the general direction of the City Engineer
 DUTIES AND RESPONSIBILITIES:
Duties and Responsibilities include: Support the City Engineer. Manage and direct the operations of the Engineering Department. Coordinate the design and development of specifications for construction of city streets, utilities, and other facilities. Interpret contracts and specifications for contractors. Administer professional agreements for engineering services provided to the City by consulting engineers and architects. Prepare reports and feasibility studies. Plan, prioritize, and schedule work assignments of staff engineers. Provide technical guidance to staff. Recruit and hire staff. Participate in preparation of engineering department capital improvement and operating budgets. Perform related tasks as assigned.
 MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a bachelor's degree in Civil or Environmental Engineering or a related engineering field. Five (5) years' progressive experience in professional engineering work (8 years preferred), including at least five years in a supervisory capacity. Registration as a Professional Engineer in the State of Florida, or ability to obtain within one year of hire.
SUPPLEMENTAL INFORMATION:
Thorough knowledge of modern civil engineering principles and practices with emphasis on their application to municipal street, potable water, sanitary sewer, reclaimed water and stormwater design and construction. Knowledge of drafting computer software, operations and standards. Knowledge of civil engineering computer design software for stormwater, sanitary sewer and potable water. Knowledge of federal, state and local permitting requirements as related to engineering project development. Ability to establish effective working relationships with contractors, engineers, architects, city employees, city officials, and the general public, and to deal with public relations problems in an effective, courteous and tactful manner. Ability to prepare and make oral presentations. Registration as a Professional Engineer in the State of Florida. Highly responsible administrative, planning, and professional work in directing the Engineering Department's activities. Responsible for managing, directing, and coordinating staff and activities. The major emphasis of work is on administrative planning and coordination requiring the exercise of considerable independent judgment and initiative.
