Preliminary Assessment Program Coordinator
The State Office's Waste Management and Remediation Division is hiring for a Preliminary Assessment Program Coordinator. This position will manage the DEQ Preliminary Assessment Program by screening and evaluating potentially contaminated sites under the Preliminary Assessment and Site Inspection program. It will also provide programmatic support to the General Remediation Program and Solid Waste Program by assisting in the development of technical guidance documents, program policies and regulatory interpretations.

Example of Duties:
Provide enforcement support to the General Remediation Program and Solid Waste program by working with regions on enforcement referrals, and provide technical support by reviewing/commenting/approving of site investigation plans, ground water monitoring reports and remediation/corrective action plans.
- Develop the scope of work and budget for the Preliminary Assessment grant application.
- Plan and implement site assessments activities including the development of Quality Assurance Project Plan/Field Sampling Plan and Health and Safety Plan, signed access agreement with identified site owners and ensuring adequate staffing.
- Ensure grant application is submitted to EPA by the specified deadline.
- Perform outreach activities with the regional offices and other state agencies to expand awareness of the program and its value to other agencies and local communities, including working with landowners, county and city governments, and local citizens.
- Train DEQ regional staff to understand and implement the Preliminary Assessment and Site Inspection process for local sites in their regions.
- Ensuring appropriate reviews and approvals are conducted by regional office staff regarding site assessments and site remediation documents, including risk evaluation and environmental covenants for general remediation sites.
Minimum Qualifications:
Possession of a Bachelor's degree in the physical or biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management field OR Education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties such as planning, research, regulatory development and/or implementation of components of environmental programs or media for at least two (2) years can substitute for one (1) year of college. AND At least six (6) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public. OR Possession of a Master's degree in any of the above fields AND at least four (4) years of professional experience providing technical assistance, allocating resources, managing and/or developing programs; and interpreting policy to staff, special interest groups and the public.
Specialty Minimum Qualifications (required for this position):
- DEQ 3116 - Remediation - Considerable knowledge of remediation typically gained through possession of a college degree in Hydrogeology, Geology, Geophysics, Biology, Environmental Science, Chemistry, Soil Science, Chemical, Civil or Environmental Engineering, or a closely related field; OR education and experience equivalent to an undergraduate degree; AND two (2) years of work experience in investigating, monitoring and remediating past contamination, evaluating fate and transport of contaminants, applying short-term and long-term control and clean-up technologies; OR possession of an unrelated college degree; AND successful completion of two (2) years of environmental college level coursework supplemented with four (4) years full-time work experience as outlined above; OR At least eight (8) years of work experience in investigating, monitoring and remediating past contamination, evaluating fate and transport of contaminants, applying short-term and long-term control and clean-up technologies, and/or interpretation and application of federal and/or state environmental rules and regulations. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.
- DEQ 5639 - CERCLA - Considerable knowledge of the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) implementation and processes typically gained through possession of a college degree in Hydrogeology, Geology, Geophysics, Biology, Environmental Science, Chemistry, Soil Science, Chemical, Civil or Environmental Engineering, or a closely related field; OR education and experience equivalent to an undergraduate degree; AND at least two (2) years of full-time work experience in CERCLA processes, projects and programs, including investigation, risk assessment and remediation of hazardous substance and/or radionuclide releases, records of decision, remedial design, remedial action, five year reviews and engineering evaluations/cost assessments; OR possession of an unrelated college degree; AND successful completion of two (2) years of environmental college-level coursework supplemented with four (4) years full-time work experience as outlined above. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.
- DEQ 3011 - Negotiation - Approximately two (2) years of full-time work experience negotiating environmental actions. This experience may be as a technical advisor negotiating environmental plans, legislative issues, rules and regulations; OR Approximately two (2) years full-time work experience coordinating multi-interest committees to produce consensus or dispute resolution within the regulated community.
- DEQ 5211A - Project Management, Experience - At least one year of project management experience involving project planning and administration, including relevant research, documentation, timelines, reports and implementation.
