Management Analyst Opportunity- Public Health Metric Development and Data Visualization

The Army Public Health Center (APHC) is located on Aberdeen Proving Ground South (Edgewood Area). The Army Public Health Service Line (PHSL) provides performance management within the Army Public Health Enterprise in order to improve the health of the Total Force, enhance readiness, and deploy a ready medical force. Key functions of the PHSL include change management, standardization of best practices, management controls and monitoring functions to provide accountability, advocacy and quality management in the delivery of PH services.

This opportunity will provide guidance and training in performance management and improvement. Under the guidance of a mentor, the participant will learn to analyze and present performance data with the goal of providing useful information for decision-making and apply learned skills to the following areas:
• Design and maintain data visualization systems
• Create and publish data visualization dashboards
• Develop algorithms to measure performance
• Monitor, assess, and remedy data quality through communication with multi-disciplinary teams and subject matter experts.
• Assist in the coordination with the Air Force, Navy and Defense Health Agency on data and metric standardization

Appointment Length
This appointment is a twelve month research appointment, with the possibility to be renewed for additional research periods. Appointments may be extended depending on funding availability, project assignment, program rules, and availability of the participant.

Participant Benefits
Participants will receive a stipend to be determined by APHC. Stipends are typically based on the participant’s academic standing, discipline, experience, and research facility location. Other benefits may include the following:

Nature of Appointment
The participant will not enter into an employee/employer relationship with ORISE, ORAU, DOD, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE appointment letter and Terms of Appointment.

Additional Information
While participants will not enter into an employment relationship with DOD or any other agency, this opportunity will require a suitability investigation/background investigation. Any offer made is considered tentative pending favorable outcome of the investigation.

Qualifications
Bachelor's Degree, Master's Degree, or Doctoral Degree received within the last 24 months or currently pursuing in the following disciplines: Public Health, Life Health & Medical Sciences, Environmental Sciences, Social & Behavioral Sciences, Computer Sciences, Other Physical Sciences.

Overall GPA: 2.50

Experience working in a team environment on the identification of process and outcome metrics for the 10 Essential Public Health Services and statistical experience and/or course experience preferred. Experience in the use of Microsoft Office Suite applications,(Powerpoint Excel, use of pivot tables) and statistical software (i.e.Epi Info/SAS).
