Wastewater Reclamation Coordinator

SALARY: $4,659 – $5,616/month

THE POSITION
Under general supervision the Wastewater Reclamation Coordinator is responsible for planning, coordinating and maintaining the City of Fresno programs for beneficial use of wastewater residuals; and ensures program compliance with local, state and federal regulations. Wastewater residuals include recycled water, biosolids and any other product that could be beneficially reused.
 
An incumbent typically: promotes the expanded use, sale, and/or distribution of recycled water and biosolids by coordinating the City's efforts to educate the general public about wastewater residuals as beneficial products; responds to requests from developers, contractors and property owners regarding the Recycled Water Program; coordinates with the various Reclamation Facilities to determine production, availability and storage of recycled water and the feasibility to provide the service to users; makes effective oral presentations on technical issues to staff, public and professional groups; provides customer service for recycled water users and maintains regular contact with customers, engineers, developers, contractors, farmers and property owners; collaborates and confers with other internal sections, divisions and/or departments to coordinate activities, discuss policies, review work, exchange information, and resolve problems related to reclamation activities.

 
The current vacancy exists in the Department of Public Utilities (DPU), Wastewater Management Division. Immediate and future vacancies will be filled from this eligible list for a period of six (6) months from the date the eligible list is created, with the option of extending that period at the City’s discretion. Should the competitive process be suspended for this recruitment, the eligibility list may be limited to three (3) months.
 

THE REQUIREMENTS
Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list:


Graduation from an accredited college or university with a Bachelor’s Degree in engineering, chemistry, environmental health, environmental biology, agricultural science, public administration, business administration, or closely related field; and two (2) years of technical and/or program management experience, preferably in the use and distribution of recycled water or other residuals of the wastewater treatment process; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

The most desirable applicants will possess one of the following certificates: Water Distribution Operator Certificate Grade D2 issued by the State of California Department of Public Health, or a Wastewater Treatment Plant Operator Certificate Grade III issued by the State Water Resources Control Board.

Eligibles certified for consideration for hire will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno.
 
Possession of a valid California Driver's License is required at time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.
 
THE SELECTION PROCESS
The examination process may consist of the following: 
 
Oral examination - 100%:  A panel of subject matter experts may conduct a job-related panel interview is designed to assess a candidate's knowledge in the following areas: the process, marketing and regulations related to the reclamation of wastewater treatment byproducts such as recycled water and biosolids, among other products; interpersonal skills; customer service practices; and effective communication. Candidates must achieve a passing score in order to qualify for the eligible list.
The Oral Exam date is to be determined.

PAY, BENEFITS AND SCHEDULE
 
UNIT 3 – The Fresno City Employees Association, Inc. (FCEA)

VETERAN’S PREFERENCE
