Greenhouse Gas Reduction Specialist (Environmental Specialist 3)

In 2019, Governor Jay Inslee signed ESHB 1112 to transition away from the use of hydrofluorocarbons (HFCs). HFCs are chemicals commonly used in air conditioning systems, in refrigeration, as propellants, and in the production of insulating foams. HFCs are extremely potent greenhouse gases. Reducing HFCs in products substantially decreases public exposure to harmful pollutants and helps address climate change.
 
The Greenhouse Gas Reduction Specialist is part of the Climate Policy section of the Air Quality Program. This position helps to identify, prevent, and minimize air pollution, specializing in the implementation of the HFC program. 

We are looking for creative, organized, self-starters with excellent communication skills and the ability to explain technical information to non-technical audiences.

Duties

Program Mission: The Air Quality Program's mission is to protect, preserve, and enhance the air quality of Washington, to safeguard public health and the environment, and to support a high quality of life for current and future generations.


Some of the key work activities for the Greenhouse Gas Reduction Specialist include:
  • Communicating and collaborating with key stakeholders, including federal and state agencies, local governments, attorney general's office, and private businesses, to ensure clear understanding of the HFC program.
  • Working closely with the Communications Manager to promote awareness and encourage the use of substitute chemicals in the manufacture and supply chain of products.
  • Specializing in the implementation of the HFC program and explaining the program to internal and external audiences a way that facilitates compliance.
  • Providing technical assistance and customer service for the regulated community.
  • Tracking changes to available and approved substitutes across multiple jurisdictions and assisting stakeholders in responding to changes.
  • Proposing rule updates to program management and assessing current and potential complementary state policies.
  • Researching and analyzing technological developments, state and federal legislation, and regulations that may impact the program, and summarizing for program management.
  • Identifying opportunities to reduce HFC use in Washington, including promoting refrigerants with low global warming potential in utility equipment and consumer appliances.

Qualifications

Required Qualifications:


A Bachelor's degree involving major study in environmental, physical, or one of the natural sciences, environmental planning, or other allied field AND two (2) years of professional-level experience in environmental analysis or control or environmental planning.

OR

A Master's degree in one of the above fields AND one (1) year of the required experience.

OR

A Ph.D. in one of the above fields.

OR

One (1) year of experience as an Environmental Specialist 2 at the Department of Ecology.


 
Desired Qualifications:
  • Knowledge of issues affecting air quality and climate change.
  • Knowledge/experience with HFC reduction programs.
  • Ability to explain basic chemistry and regulatory processes to a variety of audiences.

Special Requirements/Conditions of Employment:
  • Must obtain and maintain a valid driver's license.
