The Rules and Accountability section of the Governmental Relations Office is currently looking to fill an Economic Analyst 3 position that will be located at our Headquarters Building in Lacey, WA.
The Economic Analyst 3 position uses economic theory and research to understand and translate values held by various groups to understand the true likely impacts of Ecology actions. This helps the agency achieve better protection for the environment and the people of Washington while understanding tradeoffs to businesses, governments, and people.
We are looking for individuals who will contribute to the agency's environmental mission by working collaboratively with the economics team and environmental programs to collect and provide information and analysis on the estimated economic impacts of regulatory proposals and options under consideration. These analyses support decisions and help shape the future of our environmental programs. This candidate would have strong project management skills, can successfully communicate technical information to many different audiences, is detail focused, and enjoys working on project teams.

Ecology's mission is to protect, preserve, and enhance Washington's environment for current and future generations. The Governmental Relations Rules and Accountability Section is responsible for coordination of agency rulemaking, providing economic analysis for agency regulatory and policy initiatives, and for gathering and reporting timely and accurate agency accountability and performance metrics.
Some of the key work activities of the Economic Analyst 3 position include:
- Independently conducts highly complex economic analyses of proposed regulations, permits, and agency actions.
- Research and review applicable laws and rules; identify impacted parties; and perform thorough, high quality, technically accurate economic and related regulatory analyses in accordance with statutory requirements.
- Consults with staff from all programs within Ecology on a variety of environmental rules, permits, and policies.
- Completes economic analyses related to agency rulemakings, general permits, and other agency actions meeting expectations for content and deadlines.
- Identifies data to support the economic analyses when data is hard to find.
- Determines the on-the-ground impacts of regulatory changes.
- Communicates the results of an economic analysis with a wide range of audiences.

Challenging aspects of the position:
- Responds to questions and comments from Ecology staff, legislators, the news media, and a wide range of stakeholders about the economic analyses, including counter arguments and disagreements about the analyses.
- Data may be hard to find and limited or non-comparable, and difficult to communicate.
- Dealing with high profile, contentious regulatory proposals.

A Master's degree, completed course work towards a Ph.D., or completed a Ph.D. program in economics, public finance or closely-allied field AND three (3) years of professional experience in economic analysis.
Two (2) years of experience as an Economic Analyst in WA State service.
A Bachelor's degree in economics, public finance or closely allied field AND five (5) years of professional experience in economic analysis. (20 graduate Semester credits or 30 graduate quarter credits economics or public finance may be substituted for one (1) year of experience).
Applicants must also have:
- 6 graduate semester credits or 9 graduate quarter credits in economic statistical coursework which could be econometrics or a combination of some of the following classes: economic modeling, mathematical and statistical methodology, and/or regression analysis.
- Expert level knowledge of statistics, advanced knowledge of Excel, English language mastery and excellent verbal and writing abilities.
