Job Description and Duties

The primary role of the Greenhouse Gas Reduction Strategy Section (GHGRSS) in the Research Division of ARB is to focus on developing and implementing policy measures to reduce emissions of Fluorinated gases (F-gases) to meet CA’s aggressive greenhouse gas emission reduction targets (AB 32, SB 32, SB 1383). F-gases are potent global warming gases constituting chlorofluorocarbons (CFCs), hydrochlorofluorocarbons (HCFCs) and hydrofluorocarbons (HFCs). They are the fastest growing greenhouse gases in CA and the rest of the world and there is lot of activity nationwide and across the world to address F-gas emissions. In addition, the section leads research efforts to inventory, determine lifecycle impacts, and evaluate the feasibility of low global warming F-gas alternates in various applications.

The successful candidate will be part of a team responsible for the development and implementation of new CA regulations prohibiting high global warming F-gases to meet the legislatively mandated emission reduction targets. F-gases are used in a wide range of end use sectors such as aerosol propellants, refrigeration, air conditioning, and foam insulation applications. The successful candidate would work closely with affected stakeholders such as equipment manufacturers, contractors, service technicians, and end users to ensure compliance with the new rules. This will include understanding the challenges for each affected sector, having knowledge of commercially available alternative solutions, participating in discussions with stakeholders, and drafting outreach and compliance assistance materials. Other responsibilities include reviewing and analyzing reported data, assisting in the investigation of rule violations, evaluating the effectiveness of the regulations, assisting with proposed mitigation measures, and preparing briefing papers and rulemaking documents. In addition, this position will assist in providing technical and regulatory support to other U.S. states under the US Climate Alliance that are actively working towards adopting F-gas regulations in their jurisdictions. Some travel is required.
