Southwest Regional Office Section Manager (WMS Band 2)

 The Hazardous Waste & Toxics Reduction (HWTR) Program at the Department of Ecology is looking for a manager for our southwest section, located in our Southwest Regional Office in Lacey, WA.

This position leads a section of 20 scientists, engineers, and hydrogeologists in order to ensure the program is meeting our compliance commitments to reduce or eliminate hazardous and toxic chemicals. This position reports directly to the HWTR Program Manager, and represents the program as a member of the Southwest Regional Office Management Team.

The HWTR Program enforces Washington's hazardous waste and toxics laws, including the Dangerous Waste regulations that many businesses need to comply with. We also offer technical assistance to businesses to reduce or eliminate their use of hazardous chemicals, work to identify safer chemical alternatives, and support the development of green chemistry. 

About the Opportunity

The section manager oversees work in eleven Southwest Washington counties. This position provides leadership for the section, with an emphasis on supporting staff and teams. The section manager manages an operating budget of $2.2 million annually. This strategic thinker visualizes potential improvements, builds trusts, creatively solves problems, and leads decision making. The section manager also serves on the program and regional management teams to make decisions, shape policy, and achieve results. This position is responsible for the objectives identified in the HWTR Program Plan, the Performance Partnership Agreement with the Environmental Protection Agency, and performance measures and priorities set for by the program and the agency.

Some of what you'll be doing:
  • Manage HWTR activities in our Southwest Regional Office to:
  • Oversee enforcement to ensure compliance with state Dangerous Waste Regulations and federal Resource Conservation and Recovery Act.
  • Act as the highest regional decision-maker on enforcement penalties and negotiations, and corrective action permits and orders.
  • Ensure businesses are provided with adequate technical assistance to reduce waste and prevent pollution.
  • Ensure regulated entities are provided appropriate information on hazardous waste rules.
  • Ensure responsible parties understand and comply with cleanup standards and timelines.
  • Inform the public and stakeholders about cleanup actions.
  • Directly supervise 10 – 12 staff, including an administrative assistant and one unit supervisor who oversees another 10 staff. Prepare work plans, track work progress, recruit, hire, mentor staff, and conduct performance evaluations.
  • As a member of both the program and regional management teams, ensure that agency and program rules, processes, and priorities are communicated adequately and applied consistently.
  • Coach a diverse group of professionals.
  • Facilitate the cooperation of teams in the section, program, and regional office.

Required Qualifications:
A Bachelor's degree or above with major study in an environmental, physical, or natural science, engineering, planning, business or public administration, or closely allied field


Five years of professional management experience in environmental analysis, control, planning, or community outreach AND three years of supervisory experience, which may be obtained concurrently.

Desired Qualifications:
  • Experience leading, coaching and supervising professional-level staff.
  • Experience leading complex projects with competing priorities and deadlines.
  • Experience engaging a team and implementing performance management principles, practices, metrics, tracking and improvement.
  • Experience implementing complex communication plans.
  • Experience with environmental justice issues and implementation of laws.
  • Experience with RCRA, Dangerous Waste and EPCRA rules and regulations.
