The Toxics Cleanup Program (TCP) is looking to fill a Senior Environmental Clenup Engineer (Environmental Engineer 5) position. This position will be located in Ecology's Bellingham Field Office (BFO) in Bellingham, WA.

The Senior Environmental Cleanup Engineer position serves as an advanced senior environmental cleanup engineer for the section. As such, provides expertise on the cleanup of complex sites, including, but not limited, to sites with sediments and uplands components. This position also conducts reviews and investigations, and proposes solutions to complex environmental engineering problems on a Region-wide basis that require the application of advanced environmental engineering techniques and principles related to cleanup alternatives for sediment/uplands.

 Duties
Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.
The Senior Environmental Cleanup Engineer position is the Lead Environmental Engineer and senior project manager specializing in remedial actions and treatment technologies for complex contaminated sites with sediment and uplands components. As an advanced senior environmental engineering specialist, some of the key work activities for this position are:
As an Environmental Engineer:
  • Reviews investigations and proposes solutions to environmental engineering problems related to site cleanups that require the research and application of environmental engineering techniques and principles. 
  • Serves as an engineer on teams to evaluate proposed cleanup projects to ensure appropriate engineering practices.
  • Ensures work is in compliance with the Model Toxics Control Act and other relevant laws and regulations (including CERCLA, Clean Water Act, etc.).
  • Provides mentoring, training, and consultation on environmental, hydrogeologic, and environmental engineering issues.
  • Serves as an engineer on teams to review the evaluation of cleanup alternatives and feasibility studies to ensure that the appropriate technologies are proposed and that the evaluation adequately considers any complex site issues (such as comingled plumes, proximity to surface water, etc.).
  • Assists in the calculations for determining remedial action levels and selecting the most adequate cleanup alternative at a site.     
As a site manager:
  • Pursues the cleanup of contaminated sites through the implementation of applicable statutes, administrative codes, and agency guidance and policy. This includes the ability to successfully deal with confrontational situations and difficult clients.
  • Negotiates and drafts agreed orders, consent decrees, administrative orders, and cleanup action plans which can include work to be performed and associated work schedules (e.g., remedial investigation, feasibility study, and/or other cleanup actions).
  • Develops and evaluates work plans and scopes of work to investigate contaminated sites.
  • Reviews and comments on technical reports and proposals submitted to the agency.
  • Recommends compliance schedules and/or formal enforcement actions necessary to expedite contaminated site cleanups.
  • Manages contracts for technical support on assigned sites within the Uplands Unit.       
  • Provides engineering and technical assistance support to other regional and agency work.
Successful candidate must be available and willing to do expert testimony and working in challenging situations. Qualifications
Required Qualifications
A Master's degree with major study in one of the following engineering fields: environmental, sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.
AND
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington and five years of experience in environmental engineering.
OR
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: environmental, civil, geotechnical, water resource, environmental, chemical, mechanical, or related field and registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington and six years of experience in environmental engineering.
Note: A Ph.D. in one of the above engineering fields will substitute for two years of the environmental engineering experience.
Desired Qualifications:
  • Knowledge of: principles and practices of environmental engineering. Model Toxics Control Act, CERCLA, RCRA, Clean Water Act, and other environmental regulations.
  • Ability to: direct development of designs involving environmental engineering theory and judgment; establish and maintain cooperative working relationships with local, state and federal officials; plan, promote and administer projects; analyze significant environmental engineering data and write evaluative reports.
  • Budget and contract management experience.
  • Excellent written and oral communication skills.
Special Requirements/Conditions of Employment:
  • Registration as a Professional Engineer in the state of Washington.
  • Obtain and/or maintain a valid Driver's License.
