The Water Quality Program in Bellevue, WA, is looking for a senior environmental specialist to lead our municipal compliance and enforcement work. This position ensures compliance with the conditions of NPDES and state wastewater discharge permits and reclaimed water permits issued by the municipal unit, through ongoing discharge monitoring report review, inspections, and informal and formal enforcement actions. We are looking for applicants with excellent observation and communication skills, strong ethics, objectivity, and critical thinking ability.

Duties


Agency Mission: Ecology's mission is to protect, preserve and enhance Washington's land, air and water for current and future generations. 

Program Mission: The mission of the Water Quality Program is to protect and restore Washington's waters to sustain healthy watersheds and communities. Our work ensures that beneficial uses are achieved including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife and public health.


What does the Municipal Enforcement Specialist do?

Working with a team of engineer/permit writers, the NWRO Municipal Enforcement Specialist conducts water quality compliance and enforcement activities in the Northwest Region related to domestic wastewater treatment facilities, including the state's largest and most complex permittees as well as small economically-challenged communities. This includes:
  • Independently planning, coordinating and conducting investigations of non-compliance by facilities managed by the NWRO Municipal Unit under NPDES, State Waste Discharge, and Reclaimed Water permits.
  • Developing the information necessary to support formal and informal compliance and enforcement actions through compliance tracking, sampling, inspections, DMR reviews, complaint investigations, and coordination with facility managers.
  • Preparing reports using the PARIS database. Organizing and leading regular unit DMR review meetings. 
  • Coordinating and conducting announced and unannounced inspections of facilities, including sample collection. 
  • Providing technical assistance to permittees and communicating with permittees or individuals regarding compliance with permits, water quality laws and regulations.
  • Issuing warning letters, on-site compliance action, or other informal enforcement actions as appropriate, and performing follow-up inspections to ensure corrective actions are implemented.  
  • Reviewing draft permits prior to issuance for issues related to compliance and enforceability.
  • Reviewing overall compliance annually and recommending high performing facilities for formal recognition.

Qualifications

Required Qualifications:
 
A Bachelor's degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND five years of professional level experience in environmental analysis or control, or environmental planning, which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.
 
Additional qualifying experience will substitute, year for year, for education.
 
OR

A Master's degree in one of the above fields AND three years of professional- level experience as required above which includes two years equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.
 
OR

A Ph.D. in one of the above fields AND two years of professional-level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.
 
OR

Two years of experience as an Environmental Specialist 3 at the Department of Ecology.



Desired Qualifications
 
  • Three or more years' experience with environmental compliance monitoring, investigations, enforcement proceedings, or pollution prevention.
  • Experience representing program or agency policy on complex or controversial issues with other agencies, jurisdictions or interest groups;
  • Experience effectively negotiating and resolving conflict;
  • Experience with presentations at professional conferences.
  • Completion of the Advanced Environmental Crimes Training Program.


Special Requirements / Conditions of Employment

Must obtain and maintain a valid driver's license
