Environmental Specialist I/II/III
The Missouri Department of Natural Resources is seeking an Environmental Specialist I/II/III to
work in the Soil and Water Conservation Program. This position will be the main contact for a
select group of soil and water conservation districts.
Reviews conservation practice contracts that are submitted by districts through the online
MoSWIMS program. Contracts are reviewed to ensure that Soil and Water Districts Commission
policies are being met. Assist disctrict employees with MoSWIMS questions and usage. Review
contracts in other areas of the state as assigned by supervisor.
Attend soil and water conservation district board meetings to provide guidance to district
supervisors in the practical application of state statues, commission rules, program policies,
employee policies, employee benefits, employee job performance, and procedures relating to
requiremnts which affect the soil and water conservation districts.
Perform a compliance review of random selected contracts for each assigned district. The
review will include verifying all supporting documentation is maintained in the district’s file, the
certification process of the practice was completed properly and a site visit to the field to
determine the practice is installed according to the contract.
Provide assistance to districts on the financial and timesheet portions in MOSWIMS. Develop a
general understanding of the acceptable district expenses from state and local funding sources,
the quarterly report process and board members responsibility on financial management.
Assists in training district board members and employees in a variety of areas including using
MOSWIMS, district operations, cost-share and financial policies, sunshine law requirement,
board member responsibilities and other general training as needed.
Represents the program at district meetings, multi-district meetings, and area-wide activities
such as tours, field events, and conferences.
