Acquisition Program Analyst (Recent Graduate)

Responsibilities

The Acquisition Project Analyst works in the Life Cycle Acquisition Policy, AAP-130. This organization oversees and maintains the Acquisition Management System (AMS); Maintains FAA Acquisition System Toolset (FAST) and related tools, such as Statement of Work Generator; Chairs the Acquisition System Advisory Group (ASAG) and serves as Acquisition Executive Board (AEB) Secretariat. The incumbent performs basic but progressively more difficult assignments under the close direction and supervision of a manager or an experienced analyst, the position involves conducting research and analysis of current FAA acquisition policy, guidance, forms and other documents.

The incumbent applies basic knowledge applicable to acquisition policy with limited experience to accomplish assignments. Assignments call for innovative thinking to develop and improve FAA AMS policy and guidance (unique because the FAA is exempt from the Federal Acquisition Regulation {FAR}.) He/she works with other team members ensure policy and guidance support the FAA to acquire and maintain all of the products, services, and real property it needs to meet its mission, including complex major air traffic system programs. Researches and analyzes acquisition related laws, policy, guidance, best practices, and lessons learned, as directed by manager/mentor. Coordinates with a manager or more experienced professional to plan time and use assigned resources to accomplish tasks.

This position requires strong interpersonal and communication skills for collaboration with practitioners and stakeholders in drafting, socializing, refining, and finalizing policy and guidance materials. The incumbent reviews and evaluates proposed changes to policy and guidance suggested or drafted by others and participates on special projects and working groups related to acquisition concerns. Assists in providing policy interpretation and responses to external audits and stakeholder inquiries. Work assigned may cross different functional areas and/or multiple organizations.

Contacts are primarily internal to the organizational unit with a manager and other employees to share information, provide data and/or written analyses, and discuss the statuses of assignments. May have contacts with customers and other external parties on routine matters such as gathering information, explaining policy, and discussing customers’ concerns. Provides advice and assistance on AMS policy, and may work with or advise management and program officials on specific policy issues that impact Agency performance or strategic goals. Working with other team members and acquisition management prepares and presents briefing packages to senior leaders and executive policy boards.

Other features of the Recent Graduates Program
APPOINTMENT - If selected, your temporary appointment may not exceed a total of two (2) years.
AGREEMENT: All participants must sign a written Recent Graduates Program Participant Agreement with the FAA that clearly identifies expectations of the appointment such as duties, length of appointment, work schedule, training, mentorship, etc.
CONVERSION: Although it is not guaranteed, an intern may be converted from the Recent Graduates Program to a permanent excepted service position without further competition after successful completion of the required training, mentorship, and other requirements in accordance with the recent graduates participant agreement.
TERMINATION: Participation in this program may be terminated at any time.
TRANSCRIPTS: Must be submitted. If you do not submit your transcripts, your application will be considered incomplete and will not be given further consideration.
