Customer Service and Records Management (Environmental Specialist 2) (In-Training)

The Water Resources (WR) program is currently looking to fill a Customer Service and Records Management (Environmental Specialist 2) (In-Training) position. The position will be located in our Eastern Regional Office (ERO) in Spokane, WA.

The Customer Service and Records Management position provides environmental technical assistance support to ERO staff and the general public by being the primary point of contact. Provides the initial contact with the public for phone calls, emails and walk-ins. Provides information, data, interpretation of water law (policies, procedures, WACs & RCWs), conducts pre-applications meetings (interpretation of water availability) and refers customers to area experts when required.

Duties
 
Agency Mission: Ecology's mission is to protect, preserve and enhance Washington's land, air and water for current and future generations. 

Program Mission: Water Resources program's mission is to manage our State's water resources to meet the needs of people and the natural environment, in partnership with Washington communities.

Some of the key work activities at the Environmental Specialist 2 level are:
  • Answers the phone to provide water rights information, collects/organizes information for public requests and scanning of water rights files into their proper location.
  • Provides front-line customer service to water rights holders and the general public.
  • Determines the question or concern from a customer, provides the appropriate information and determines when to send them on to senior staff.
 
Interesting aspects of the position:
Water rights are interesting since every case is a little different and solutions are case-by-case. Not the same thing every day, which makes it challenging.
 
Additional information regarding the position:
Applicants must be available for an 8-5, Monday – Friday schedule (no flex or telecommute schedule available) and must be able to deal with challenging customers.

Qualifications

The goal class for this position is an Environmental Specialist 2 (ES2). We will consider applicants who meet the requirements for the Environmental Specialist 2, 1 and Environmental Technician levels. If the finalist meets the requirements for the Environmental Technician or ES1 level then they will be placed into a training program to become an ES2 within a specified period of time.
 
At the Environmental Technician level: Pay Range 32 ($2,536-$3,272)
 
Graduation from high school or GED equivalent. 
 
AND
 
Two (2) years of technical or third clerical-level experience in an environmental agency or office.  

College-level course work in environmental, physical or natural sciences, or closely related field may be substituted, year for year, for the required experience. 
 
At the Environmental Specialist 1 level: Pay Range 38 ($2,912-$3,774)
 
A Bachelor's degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

Experience at or above the Environmental Technician level or equivalent will substitute, year for year, for education.
 
At the Environmental Specialist 2 (Goal Class) level: Pay Range 45 ($3,432-$4,492)
 
A Bachelor's degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field
 
AND
 
One (1) year of professional-level experience in environmental analysis or control, or environmental planning.
 
OR
 
A Master's degree in one of the above fields.
 
OR
 
One (1) year of experience as an Environmental Specialist 1, at the Department of Ecology.
 
OR
 
Additional qualifying experience will substitute, year for year, for education.

 
 
Desired Qualifications:
  • Working knowledge of statutes and regulations that comprise Washington's water code.
  • Training and experience using GIS software. Ability to understand and map legal descriptions.
  • Excellent oral and written communications skills.
  • Strong multi-tasking and organization skills.

Special Requirements/Conditions of Employment:
Must have a valid driver's license.
