DW Permitting Project Manager ( Nuclear Waste Program Specialist)

The Nuclear Waste Program (NWP) within the Department of Ecology is looking to fill a DW Permitting Project Manager (Nuclear Waste Program Specialist) position. This position is located in the Richland Field Office (RFO) in Richland, WA.

The DW Permitting Project Manager position is responsible for planning, organizing, coordinating, and directing the administrative and technical work scope for the DW Permitting Project Permit Coordinators and Permit Data Specialist. The result of this position's work is a comprehensive understanding of potential threats to human health and the environment from waste management, so that those threats can be mitigated through consistent, equivalent, enforceable, and implementable Dangerous Waste Permits.

This position plans and leads dangerous waste permitting activities and training for the Permitting, Planning, and Budget Section staff for the Hanford Site-wide dangerous waste permit Revision 8C and renewal Revision 9, the Puget Sound Naval Shipyard permit, and the Perma-Fix Northwest permit. This position provides leadership and technical expertise to the Permit Coordinators and Permit Data Specialist. This position also participates in process and tool improvement efforts including the development and implementation of the Permit Planning Database.

Duties

Agency Mission: Ecology's mission is to protect, preserve and enhance Washington's environment and to promote the wise management of our air, land and water for the benefit of current and future generations.  

Program Mission: The Nuclear Waste Program's (NWP) mission is to lead the effective and efficient cleanup of the U.S. Department of Energy's Hanford Site; to ensure sound management of mixed hazardous wastes in Washington; and protect the state's air, water, and land at and adjacent to the Hanford site.

Our Nuclear Waste Program oversees cleanup at the Hanford Nuclear Reservation near Richland, Washington. The site produced plutonium for military defense between 1943 and 1989, and later served as a storage facility for other radioactive wastes. Today, Hanford is one of the most complex and toxic cleanup sites in the nation. Our role is to regulate cleanup efforts. We also regulate several other mixed waste (which includes both dangerous and radioactive waste) sites in Washington and the Puget Sound Naval Shipyard.

Some of the key work activities of the DW Permitting Project Manager position include: 

 

 

Someone who is interested in leading a team of expert level staff on dangerous waste permitting and helping the state make strategic decisions regarding permitting the most complex TSD permit in the State.

 

This position needs to understand WAC 173-303 and RCRA regulations however they need to be an expert at leading people, communicating under stressful situations and at encouraging others and staying positive. They need to be accountable for accomplishing work to tight deadlines, and managing many projects at one time.

Qualifications

 

A Bachelor's degree involving a major study in environmental, physical or one of the natural sciences, environmental planning or other allied field AND seven (7) years of professional level experience in environmental analysis or control, or environmental planning.

Equivalent education/experience.

Must possess a strong understanding of reading and development of schedules, strategic and work scope planning.

Must possess a strong technical command of Washington State and federal environmental laws and regulations.

Must be able to recognize multiple viewpoints and willing to propose compromises that meet the intent of the regulation and law.
