On-site Wastewater Analyst


The Department of Environmental Quality (DEQ) is hiring an on-site wastewater analyst for our Water Quality Division in Boise, Idaho. This position manages the on-site subsurface sewage program for the state, coordinates program implementation with the seven health districts, and chairs the Technical Guidance Committee (TGC) under the Individual/Subsurface Sewage Disposal Rules.

Example of Duties:

  • Chair the Technical Guidance Committee (TGC).
  • Prepare and distribute TGC agenda/minutes, and present changes to the Technical Guidance Manual (TGM) for TGC review and approval.
  • Incorporate approved changes and generate new sections to the TGM as well as determine and maintain consistency with DEQ rules. 
  • Provide technical support to the seven health districts, outside vendors, consultants, regional offices, other DEQ staff, and the public.
  • Generate guidance for regional office and health districts on various wastewater topics.
  • Support annual staff trainings, vendor trainings, health department staff trainings, as well as health district audits.
  • Maintain vendor lists for approved septic tank pumpers on the DEQ website.
  • Work with the DEQ Fiscal Office on grant work plans and reports.

Minimum Qualifications:

Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.

AND

At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

OR

Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
 
 
Specialty Minimum Qualifications (required for this position):
 
  • DEQ 3025 Wastewater - Experience demonstrating considerable knowledge of Wastewater, Water and Waste Management that has been gained through possession of a college degree in Civil Engineering, Environmental Engineering, Environmental Science, Biology or closely related field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree and two years full-time work experience in drinking water or wastewater management such as: reviewing, designing or implementing drinking water or wastewater treatment and conveyance systems, source water protection and development plans, engineering reports/facility plans, point source discharge permits, water quality certifications and municipal solid waste or biosolids disposal facility plans. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education.

  • Ability to sit and work on a computer for 2-4 hours at a time
  • Ability to reach and bend for filing purposes
  • Some periods of heavy reading and typing required
  • Ability to lift 30 pounds when working with file boxes
  • Some travel may be required
  • Must have a valid driver's license
  • May be required to travel and stay overnight in remote areas
