The Department of Ecology is recruiting for a Construction Stormwater General Permit Writer (Environmental Specialist 4) in the Water Quality Program, located in our Headquarters building in Lacey, WA.

This position has a direct impact protecting Washington's water to sustain healthy watersheds and communities through implementation of the Construction Stormwater General Permit (CSWGP), implementation of the CESCL Program, and contaminated construction site review.

We are looking for applicants that are team oriented and can provide technical assistance both inside Ecology and to external stakeholders in a professional manner. Strong candidates will have a blend of skills and experience with developing and implementing regulations, and communicating with a diverse audience.

Duties

 
Agency Mission: The mission of the Department of Ecology is to protect, preserve and enhance Washington's environment, for current and future generations. 

Program Mission: The mission of the Water Quality Program is to protect and restore Washington's waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.


The Construction Stormwater General Permit Writer is responsible for:
  • All aspects of revising and reissuing the Construction Stormwater General Permit (CSWGP).
  • Providing technical assistance to facilities and affected public in interpretation of the CSWGP and related water quality laws and regulations.
  • Assessing contaminated construction sites and providing statewide expertise on contaminated construction site permitting.
  • Implementing the Certified Erosion and Sediment Control Lead (CESCL) Program.
  • Defending the CSWGP during appeals may include testifying at hearings and/or being deposed.

A typical day in this position involves:
  • Providing consultation and assistance to program staff and stakeholders
  • Interpreting and implementing the CSWGP, laws, and regulations.
  • Providing document review
  • Communicating effectively, both verbally and in writing, with individuals, agencies, regulated facilities, local governments and the public.

In this position, you will get to:
  • Analyze and interpret RCW's, WAC's, internal policies, procedures and guidance documents pertinent to the CSWGP and the Water Quality Program.
  • Assess contaminated construction sites and provide statewide expertise on contaminated construction site permitting.
  • Be a part of the General Permit Writer's Workgroup. This workgroup provides support for general permit writers, develops guidance, and works through policy interpretation.


This position will remain open until filled. The initial screening will be on December 20, 2019. Qualifications

To broaden the candidate pool, we will consider candidates that qualify at the Environmental Specialist 3 and 4 levels. Please read the qualifications section below to learn more about this exciting career growth and in-training opportunity.


Required Qualifications:
 
At the Environmental Specialist 4 level (Range 55): $4,378 - $5,741 per month

A Bachelor's degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND five years of professional-level experience in environmental analysis or control, or environmental planning which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

Additional qualifying experience will substitute year for year for education.

OR

A Master's degree in one of the above fields AND three years of professional-level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

OR

A Ph.D. in one of the above fields AND two years of professional-level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

OR

Two years of experience as an Environmental Specialist 3 at the Washington State Department of Ecology.
 
NOTE: One year of the required work experience must include writing, administering or performing field inspections associated with NPDES or state waste discharge permits.



At the Environmental Specialist 3 level: (Range 49): $3,774 - $4,953 per month

A Bachelor's degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND two years of professional-level experience in environmental analysis or control, or environmental planning.

Additional qualifying experience will substitute year for year for education.

A Master's degree in one of the above fields will substitute for one year of the required experience.

OR

A Ph.D. in one of the above fields.

OR

One year of experience as an Environmental Specialist 3 at the Washington State Department of Ecology.




Desired Qualifications:
  • Certified Professional in Erosion and Sediment Control (CPESC)
  • Certified Inspector of Sediment and/or Erosion Control (CISEC)


Special Requirements/Conditions of Employment:
  • Must maintain a valid driver's license
  • Certified Erosion and Sediment Control Lead (CESCL) to be obtained within 6 months of hire
