HHS Health Policy Analysis Fellowship

A research opportunity is currently available in the Division of Education and Integrity (DEI) within the Office of Research Integrity (ORI) of the Office of the Secretary (OS), Office of the Assistant Secretary for Health (OASH) at the U.S. Department of Health and Human Services (DHHS) located in Rockville, Maryland.

ORI promotes integrity in biomedical and behavioral research supported by the U.S. Public Health Service (PHS) at more than 5,000 institutions worldwide. DEI manages statements submitted by PHS-funded institutions assuring that they have in place policies and procedures for handling allegations of research misconduct, reviews those institutional policies and procedures, prepares guidance to institutions for fostering responsible conduct of research, develops educational resources and programs to help institutions foster environments of research integrity, and funds research on research integrity.

The objective of this project is to develop experience that will help the participant advance in their academic and professional goals. Under the guidance of a mentor, the selected participant(s) will develop several experiences in health policy efforts, policy research, and analysis, and to develop evidence-based policy strategies that can be applied to a broad range of careers or prepare them for advanced courses in health policy research or related fields.

The selected participant will have the opportunity to learn about research integrity issues, responsible conduct of research, and be involved in, including but not limited to, the following opportunities:
The participant will train in policy analysis and evidence assessment, review, and translation activities in support of ORI. She/he will contribute to policy evidence assessment efforts by conducting literature reviews and policy analyses on relevant public health topics, generating new policy-relevant evidence, and developing scientific and translational products. The participant will be part of an office that focuses on policy related analyses and evidence assessments on research integrity and research misconduct related issues.  

Under the guidance of a mentor, the participant may be involved in the following opportunities:
  • Conducting extensive literature searches and environmental scans, using PubMed, Web of Science, Scopus, Google Scholar, and other databases
  • Conducting literature reviews and synthesizing evidence for publications and other documents to support public health policy decision-making and guide internal deliberations
  • Creating and maintaining a repository of data from multiple sources, in varying formats
  • Synthesizing, translating, and curating multiple forms of quantitative (e.g. demographic information, institutional records, case statistics) and qualitative data (e.g. key conference evaluation assessments, focus group transcripts)
  • Conducting analyses using data from multiple sources
  • Learning how to identify, screen, and analyze the responsible conduct of research (RCR) literature on the effectiveness and/or cost-effectiveness of various RCR interventions; and communicating the results of these reviews in diverse formats to various audiences
  • Presenting findings at conferences and professional meetings
  • Preparing summary reports, white papers or research documents (including reviews), formatting manuscripts for journal submission as per journal requirements, tracking documents through the publication process, and communicating with journal editors to facilitate publication of the documents and ensure deadlines are met
  • Contributing to the collaborative development of briefs and white papers for presentation to senior staff and officials
  • Participating in special projects

Qualifications
The qualified candidate should have received a master's or doctoral degree in one of the relevant fields. Degree must have been received within five years of the appointment start date.
