Groundwater Protection Hydrologist-Hydrologist 2

This position exists to ensure sustainability of Minnesota’s surface and groundwater resources through Department water appropriation management activities within the region. The position will work primarily with groundwater but also with Public Water protection and their connectivity as guided by MN Statutes and Rules, and ensure compliance with these state laws, rules and permits. The position will also provide technical assistance to local units of governments regarding water appropriation related land use matters.

Responsibilities include:

•  Water Resource Compliance and Permit Review: Ensure water resource use is permitted and sustainable in accordance with applicable state statutes and rules.
•  Comprehensive Water Resource Management: Promote compliance in the state’s water use and implement water resource conservation and sustainability.
•  Technical Analysis, Assistance, and Information: Assist with technical analysis and provide quality assistance to the general public, local units of government and other resource professionals so that data, information, and regulations may be correctly interpreted in a useful manner.
•  Partnerships/Cooperative Programs: Develop and expand partnerships with the general public and governmental agencies to improve collaboration and better integrate responsibilities among resource managers.
•  Conservation Coordination: Assist in the coordination of DNR management of resources with local, regional, and state land and water protection organizations and partnerships.
This position requires the ability to travel with occasional overnight trips. 

Minimum Qualifications

•  Bachelor's degree in Civil Engineering, Agricultural Engineering, Environmental Engineering, Geological Engineering, Hydrology, Forest Hydrology, Geography, Geology, Geophysics, Hydrogeology, Natural Resources, Environmental Studies, Soil Science, Water Resources Management, Hydraulics, Environmental Science, Earth Science, or related major.

Transcript requirements:

•  Three hydrology qualifying courses in the areas of: Hydrology, Hydraulics, Hydrogeology/Groundwater Hydrology, Water Resources Engineering, Hydrologic Modeling, Watershed Management, Groundwater, Fluid Mechanics, Fluvial Geomorphology, OR

•  Two hydrology qualifying courses and two courses (or equivalent experience) in: Geology, Geomorphology, Geochemistry, Geography, Limnology, Erosion and Sediment Control, Environmental Engineering, Soils.

Additional qualifications:
•  At least 2 years of professional experience in surface water or groundwater hydrology, soil and water resource management, water planning or regulation, or related technical or regulatory work. *An advanced degree (Master's or Ph.D.) in the appropriate major (see education requirements) may substitute for 1 year of experience.*

•  Knowledge and understanding of hydrology, geology, hydraulics, and natural resource management.
•  Knowledge of and experience using Geographical Information Systems (GIS).
•  Strong hydrologic analysis skills.
•  Proficiency in software use including database, spreadsheet, and desktop publishing applications to compile, analyze, and present hydrologic and hydraulic data.
•  Ability to communicate effectively, verbally and in writing.
•  Good interpersonal skills to work effectively with colleagues and constituents, individually and in teams.
•  Good organizational and data management skills.

•  Basic understanding of local, state, and federal groundwater and water resources programs, and knowledge of principles and practices for groundwater and water resources management.





Preferred Qualifications


•  Knowledge and experience with irrigated agriculture relevant to Minnesota.
•  Experience conducting analytical and/or numerical groundwater modeling.
•  Knowledge and understanding of groundwater/surface water interactions
•  Experience with permit review (such as Public Waters, Watershed District, city permits, etc.).
•  Understanding of the Minnesota Public Waters and/or groundwater permit requirements.
•  Successful participation of the State of Minnesota Star of the North Fellowship program.






Physical Requirements

Occasionally lifting articles such as 50 pound bags of feed maximum and frequently lifting and/or carrying objects such as heavy tools and file boxes. This job may require walking or standing to a significant degree on rough terrain or may involve sitting most of the time with pushing and pulling of arm and/or leg controls.
