Industrial Stormwater Compliance Inspector (Environmental Specialist 3) (Two Positions)

The Water Quality Program is looking for two Industrial Stormwater Compliance Specialists in our Northwest Regional Office in Bellevue, WA

In this role, you will help industrial facilities meet regulatory requirements outlined in the Industrial Stormwater General Permit in order to protect Puget Sound's water quality and reduce toxic contaminants in the southern resident orca's food web.

Duties


 
Agency Mission: The mission of the Department of Ecology is to protect, preserve and enhance Washington's environment, for current and future generations. 

Program Mission: The mission of the Water Quality Program is to protect and restore Washington's waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.


What you will do

As a fully-qualified professional Environmental Specialist, you will conduct compliance inspections of permitted and unpermitted industrial facilities throughout the northwest region and provide technical assistance to help them come into compliance with their permit. You'll also evaluate water quality monitoring data, review Stormwater Pollution Prevention Plans, respond to and investigate water quality complaints, and prepare recommendations for enforcement actions.

We're looking for applicants with experience in environmental analysis or control or environmental planning such as pollution prevention, toxic pollutants and compliance, as well as the ability to communicate with a diverse stakeholder group.

Our team is made up of stormwater inspectors, contaminated site specialists, compliance expertise, and stormwater program planners as part of the Compliance and Technical Assistance Unit.  

 

 
The salary posted above does not include the additional 5% premium pay that this position will receive due to this position's location in King County.


This position will remain open until filled. The initial screening will be on February 4, 2020. Qualifications

Required Qualifications:
 
A Bachelor's degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND two years of professional-level experience in environmental analysis or control, or environmental planning.
 
Additional qualifying experience will substitute, year for year, for education.
 
A Master's degree in one of the above fields will substitute for one year of the required experience.
 
OR
 
One year of experience as an Environmental Specialist 2 at the Department of Ecology.
 

Note: One year of the two years of professional level experience must include conducting Wastewater and/or Stormwater discharge permit related compliance inspections.



Desired Qualifications:
 
  • Familiarity with stormwater management techniques and National Pollution Discharge Elimination System permits.
  • Familiarity with compliance inspections and enforcement actions such as warning letters, notice of violations, administrative orders, and notice of penalties.
  • Demonstrated ability to understand and implement state and federal water pollution laws and regulations, permit programs, and policies.
  • Demonstrated ability to effectively communicate through writing, speaking, and listening.
  • Demonstrated ability to review and comment on complex technical documents and issues.
  • Demonstrated ability to apply negotiation and conflict resolution skills.
  • Demonstrated ability to communicate complex technical issues to non-technical audiences.


Special Requirements/Conditions of Employment:
 
Must possess a valid driver's license.
