Job Summary
To direct all operations of the IT Department, providing leadership and vision for county technology solutions. To supervise the IT staff and to plan, organize, and control the voice and data infrastructure.
 
Supervision Received
Employees working in this job class work under administrative direction and are free to plan, develop, and organize all phases of the work necessary for its completion within broad program guidance. Generally, they develop and utilize procedures and methods that do not conflict with major organization policies. 
 
Supervision Exercised
Directly supervises department staff. Is responsible for the overall direction, coordination, and evaluation of the department.
 
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include planning, assigning, and directing work; appraising performance; addressing complaints; training and rewarding employees. Responsibilities also include, in collaboration with the Human Resources Department, interviewing, hiring, implementing performance improvement plans, disciplining employees, and resolving grievances.
Essential Functions
This position description is not intended to be all-inclusive. Employee may perform other essential and nonessential functions as assigned or apparent to meet the ongoing needs of the department and organization. Regular attendance is an essential requirement of this position.
 
  1. Provides technology leadership for the county.
  2. Plans and organizes changes and enhancements to the IT infrastructure/systems.
  3. Directs IT staff duties and projects.
  4. Communicates technology issues to management and the County Board.
  5. Budgets department revenue, expenses, and capital projects.
  6. Monitors system function and troubleshoots problems.
  7. Researches new technology solutions and tests as necessary.
  8. Advises other departments on technology issues.
  9. Evaluates vendor options and negotiates conditions and contracts.
  10. Troubleshoots escalated hardware and software problems.
  11. Installs hardware and software as needed.
  12. Ensures County website ADA compliance.
  13. Ensures security of all county technology systems
  14. Creates/revises IT policies and procedures.
  15. Interprets state and federal regulations as they apply to IT issues.
  16. Adheres to collective bargaining agreements, county policies and procedures, and applicable laws, including timely/accurate reporting and consistent/uniform administration of EEO, FLSA, FMLA, ADA, Workers’ Compensation and Return to Work programs, in close collaboration with the Human Resources Department. Completes departmental new hire orientations promptly and staff performance appraisals in accordance with county policy.
  17. Conducts business in accordance with the Open Meeting law.
  18. Serves as the Minnesota Government Data Practices Act, IT Department, Responsible Authority Designee. Appropriately responds to requests for government data. Maintains department data in accordance with records retention schedules.
  19. Coordinates annual emergency practice drills in department and serves as a member of the county’s crisis management team.
  20. Attends training and meetings as needed.
  21. Performs other related duties as assigned or apparent.
 
Minimum Qualifications
Bachelor’s degree in Computer Science, Information Technology, or a related field, plus five or more years related experience that includes IT administration and budgeting, and two or more years of supervisory experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.
 
Valid Minnesota driver’s license required. Employment reference checks and a criminal background check will be performed as part of the pre-employment process.
 
Must be willing to work flexible hours and weekends when required for projects and/or Sheriff’s Office 24/7 coverage issues.
 
Requires a Power Limited Technician license issued by the MN Department of Labor and Industry (DLI) within 6 months of hire.
 
Must continue to meet all qualifications set forth by the Minnesota DLI to maintain Power Limited Technician license, including continuing education requirements acceptable to the licensing board every renewal period. Refer to Minnesota statutes 326B.33, Subd. 7 for more information.

Knowledge of: 
  1. County and departmental policies, procedures, and practices.
  2. Federal, State, and local laws, rules, and regulations relevant to the work performed in this position, including data practices, the open meeting law, purchasing, information technology, OSHA, and basic personnel administration.
  3. Budget preparation.
  4. Device operating systems, primarily Microsoft and Cisco products.
  5. Network concepts, both design and function.
  6. Security concepts for devices and systems.
  7. Telecommunication devices - types, function, operations.
  8. Electrical and electronic concepts.
  9. Troubleshooting procedures and techniques.
 
Skill in:
  1. Communication and interpersonal skills as applied to interaction with staff, board members, and the general public sufficient to exchange or convey information and to receive work direction.
  2. Typing skill sufficient to complete 30 net words per minute without errors.
  3. Preparing and making presentations to groups.
  4. Reading, writing, and speaking English proficiently. Includes writing departmental policies and procedures and precise memos to Boards, Committees, and other departments.
  5. Effectively organizing and prioritizing workload.
  6. Wiring dexterity.
  7. Assembly/disassembly of devices.
  8. Use of power and hand tools.

Very High Skills – Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or governing boards. 
 
Mathematical Skills
High Skills – Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
 
Reasoning Skills
Very High Skills - Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
 
Computer Skills
To perform this job successfully, an individual should be proficient with County software and systems, including but not limited to: 
 
iSeries, E-Time, Microsoft Office, SQL, Cisco IOS, Windows Operating Systems, NES 3C VoIP, Barracuda Backup & Recovery, BitDefender, O365 Exchange, IFSpi, Cash Drawer, Webfusion, MS Publisher, Zuercher, MCAPS, CSTS, RecordEASE, Nightingale Notes, MN DHS programs, web design software, and various command line functions & utilities.
 
Ability to Travel
Travel required for trainings and meetings in and out of Aitkin County and to non-campus locations, including the Land Shop, Highway Department, and Long Lake Conservation Center.

Equipment and Tools
Computer, copier, fax, telephone, cell phone, remote access equipment, printer, 10-key calculator, shredder, power tools, hand tools, measuring and metering devices, emergency weather-alert system, county-owned vehicles, and personal vehicle (requires proof of insurance on file).
 
Physical Activities/Requirements
Climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, carrying, use of fingers, grasping, talking, hearing, seeing, and repetitive motions. Must have the ability to lift and/or carry up to 40 pounds. 
 
While performing the duties of this job, the employee performs light work, exerting up to 40 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
