Accountant Manager I

The Bureau of Finance and Management (BFM) is a vital component of the state’s financial operations. Our small but industrious staff work in five divisions: Budget Analysis, Accounting Analysis, Executive Management Finance Office, Financial Systems, and Internal Control. These teams are responsible for managing the state budget process, completing the state's annual financial report, serving as the finance office for all state bureaus, managing the operations of the state's financial and HR systems, and implementing and managing the state's internal control framework.

The Accountant Manager is a key position within the Executive Management Finance Office (EMFO) and will work daily with the Bureau of Information and Telecommunications (BIT) senior leadership team, program managers, and accounting personnel. This position will oversee the financial operations of BIT, which has an annual budget of nearly $60 million and 400 personnel. BIT consists of five divisions - Administration, Data Centers, Development, Telecommunications, and South Dakota Public Broadcasting - which serve the State of South Dakota by providing technology solutions, services, and support. This position will have four direct report staff and will provide financial direction to several division directors and program managers.

Primary duties include:
  • coordinates, assigns, and reviews work, and schedules all activities with the aim of providing quality analysis, information, and support to internal and external customers;
  • monitors performance, provides guidance and coaching, and motivates the finance team to achieve their performance objectives;
  • provides technical guidance and may perform and assist with the more complex activities of the work overseen;
  • responsible for personnel actions including performance reviews and engages in effective people management activities (e.g., coordination of training and development);
  • ensures timely consolidation of financial reports, adequate documentation/support of transactions and reports, and the accounting activities are performed according to procedures, policies, and regulations; and monitors work for accuracy of detail and balancing against appropriate accounts;
  • prepares and provides in-depth financial reports for BIT senior leadership and program managers related to rate projections, budget status, and grant requirements;
  • improves and modifies standard financial procedures;
  • reviews, prepares, and presents audit reports;
  • maintains up-to-date knowledge of procedures, policies, and laws relevant to financial operations.

The Ideal Candidate Will Have:
 
  • A minimum of a bachelor's degree in accounting or related business degree is preferred
  • previous experience in governmental accounting and budgeting is preferred.

Knowledge of:
  • Generally accepted accounting principles;
  • computerized accounting software, Microsoft Excel, Word, and Query;
  • governmental accounting;
  • principles and practices of fiscal administration and budget techniques.

Skill to:
  • demonstrate strong analytical, problem solving, communication and interpersonal skills.

Ability to:
  • make timely and accurate decisions;
  • establish and maintain effective working relationships with others in a team environment;
  • interpret complex rules and regulations;
  • Communicate information clearly and concisely, orally and in writing;
  • analyze and interpret financial reports.
