Environmental Protection Specialist I (Targeted Title for Life Sciences Career Trainee Bid ID #46-15-33)

Under direct supervision of the Compliance and Reporting Unit Manager, Waste Reduction and Compliance Section (WRCS), in the Bureau of Land (BOL), observes, participates in, or conducts routine scientific quality assurance and quality control reviews of Resource Conservation and Recovery Act (RCRA) inspection and closure reports and associated Agency correspondence submitted by Field Operations Section (FOS) staff from seven regional offices and WRCS financial assurance staff. Prepares for Unit Manager's close review and signature routine scientific violation notices, including high profile and multimedia violation notices related to conclusions drawn from higher level specialists reviewing FOS and WRCS employee inspections and record reviews and Compliance Commitment Agreements (CCAs). Assists higher level specialists that serve as liaison between WRCS and other Agency Bureaus/Divisions/Sections, including FOS, RPMS, Division of Legal Counsel, and Fiscal Services, in developing an appropriate enforcement strategy for facilities that do not, or cannot return to compliance with applicable law following receipt of a routine scientific violation notice, in making recommendations regarding appropriate enforcement action, and in recommending necessary and appropriate alternations to facilitate compliance with applicable state and federal laws, rules/regulations, policies/procedures. Assists with the review of routine scientific scopes of work associated with the development of the Non-hazardous Solid Waste Management Program (SWMP), Landfill Capacity Annual Reports, and other reports related to non-hazardous waste; assists with WRCS's portion of the BOL tracking database reflecting work performed by Agency staff and delegated county employees; and with routine scientific legal evaluations and interpretations of statewide compliance and enforcement trends based on reports from the BOL tracking database, interactions with other BOL and Agency Bureaus/Divisions/Sections, and correspondence with and responses to enforcement correspondence. Travels in performance of duties.
Minimum Requirements:
Education and Experience: Requires knowledge, skill and mental development equivalent to the completion of four years of college with coursework in physical, life, or environmental science. Requires one year of professional experience in the field of pollution abatement or a related field.
Knowledge, Skills, and Abilities: Requires working knowledge of modern inspectional and investigative techniques and procedures; requires working knowledge of modern environmental control systems, facilities, techniques and procedures; requires working knowledge of state laws, rules and regulations as pertaining to environmental protection or pollution abatement. Requires ability to prepare comprehensive, technical and scientific reports of field investigations and/or inspections; requires ability to analyze and interpret the scientific data of plans for facilities, installations and equipment; requires ability to establish and maintain working relationships with municipal officials, facility operators and owners, plant managers, or their representatives; requires ability to interpret pertinent state laws, rules, regulations, policies or procedures of the agency to individuals and municipal bodies.
Specific Job Requirements: Requires the ability to utilize a personal computer with knowledge of Microsoft Word, Access, and Excel software. Requires the ability to travel and a valid driver's license.
