Budget Manager- Department of Human Services

The South Dakota Department of Human Services Office of Budget and Finance is looking for a motivated and detail oriented individual to fulfill the duties of the Budget Manager position.
This position reports to the Budget and Finance Director and the primary responsibilities of this position will include, but are not limited to managing and preparing the Department's annual budget to ensure funding availability, developing and analyzing future expenditures to provide ongoing projections of budget shortfalls/excesses to ensure programs are operating efficiently, and assisting with the fiscal and budgetary responses to questions from the Bureau of Finance & Management and the Legislative Research Council to ensure accuracy and accountability.
Other key responsibilities include completing the monthly budget projection spreadsheets for the Department, analyzing personal services spreadsheets, monitoring cash and revenue balances, analyzing participant levels and projecting expenditures within the Department's Medicaid programs, determining adjustments needed on the budget system, and staying apprised of all the programmatic changes, initiatives and activities of the department in order to accurately project expenditures and FTE needs.
This position is exempt from the Civil Service Act.
The Ideal Candidate Will Have:
A bachelor's degree in business, accounting, finance, economics or related field is preferred. Previous experience with the state's accounting system and the state's budget system is also preferred.
Knowledge of:
  • principles and practices of administration with emphasis in organization, fiscal management and budgetary control;
  • generally accepted accounting principles (GAAP);
  • generally accepted auditing standards (GAAS);
  • financial reporting;
  • state's accounting systems;
  • state's budget system;
  • Microsoft Excel, Pivot Tables, and Query.
Ability to:
  • research, compile, and analyze financial data;
  • effectively organize and prioritize multiple projects;
  • perform work in a deadline driven environment;
  • communicate information clearly and concisely to various levels of Department staff;
  • interpret rules and regulations;
  • establish and maintain working relationships with others;
  • follow established policies and procedures.
