TSP Construction Manager (Environmental Engineer 2) (In-Training)

 Our Toxics Cleanup Program (TCP) is looking to fill a TSP Yard Program Construction Manager (Environmental Engineer 2)(In-Training) position. The position is part of the Tacoma Smelter Plume (TSP) team and will be located in our Southwest Regional Office (SWRO) in Lacey, WA.
 The TSP Yard Program Construction Manager position serves as a construction manager overseeing the contractors conducting sampling and remedial actions on property cleanups as part of the Tacoma Smelter Plume Yard Cleanup Program. This position reviews cleanup plans, develops bid documents, and oversees cleanup actions at residential properties. This position requires knowledge of public works contracts. This position also requires coordination with contractors, property owners, and local government.

 Duties
The position is part of the Tacoma Smelter Plume (TSP) team within the Toxics Cleanup Program (TCP). The mission of the TCP is to protect human health and the environment for the people of Washington by preventing, reducing, or eliminating exposure to contamination to support the development of environmentally and economically sustainable communities. 
 Asarco operated a smelter in Tacoma for nearly 100 years. Ecology is addressing the legacy of contamination from the smelter as part of the Tacoma Smelter Plume project. The TSP Yard Cleanup Program is focused on soil sampling and remediation of residential properties. Nearly 1200 properties qualify for soil replacement. The TSP Yard Program is a high priority project for the Toxics Cleanup Program covering two regions – the Northwest Regional Office (NWRO) and the Southwest Regional Office (SWRO). Funding for this work comes from the Asarco bankruptcy settlement.  
Some of the key work activities of the TSP Yard Program Construction Manager at the Environmental Engineer 2 level are:
  • This position works under the supervision of a registered professional engineer and provides engineering oversight for the planning, design and construction of cleanup of individual residential yards.
  • Reviews sampling data and the engineering designs, site plans, engineering reports, and reviews and writes plans and specifications for cleanup of properties.
  • Develops bid documents, conducts pre-bid meetings, and acquires necessary permits.
  • Provides engineering oversight of construction contractors in the field.
  • Reviews submittals, invoices, and change orders.
  • Develops documentation of contract work.
  • Performs or oversees compliance sampling during construction and provides engineering direction to the contactor for further cleanup actions.
  • Provides technical assistance and works with homeowners regarding sampling and when cleanup actions are necessary.
  • Keeps homeowners informed of the timing of work. 
PLEASE NOTE: This is a project position that is funded until June 30, 2027.

Required Qualifications:
At the Environmental Engineer 2 level – Pay Range 61 – ($5077 - $6662) Monthly
A Master's degree with a major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field.
AND
One (1) year of experience in environmental engineering.
OR
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field.
AND
Two (2) years of environmental engineering experience. 
At the Environmental Engineer 1 level – Pay Range 55 ($4378 - $5741) Monthly
A Master's degree with a major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field.
OR
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one (1) of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field.
AND
One (1) year of environmental engineering experience.
At the Engineering Aide 3 level – Pay Range 51 - ($3964 - $5205) Monthly
  • Four (4) years of experience involving engineering techniques, two (2) years of which must have been at a level comparable to Engineering Aide 2
  • College-level course work with major emphasis in engineering may be substituted, year for year, for the required experience. 
At All Levels:
Initial 40-hour hazardous materials training followed by annual 8-hour refresher. Training must be complete within first 6 months.
 Desired Qualifications: 
  • Working knowledge of Model Toxics Control Act Chapter 173-340 WAC.
  • Knowledge of property sampling and remediation.
  • Knowledge of contract management.
  • Excellent negotiation and facilitation skills.
