Contract Specialist

This is a position for a civilian contract specialist with the 55th Contracting squadron at Offutt Air Force Base (this is a civilian job, not an active duty military position). The federal government is an excellent place to work with competitive pay and great benefits that include paid vacation, paid sick time, 401K matching, and a pension plan. This is a developmental position that will start as a GS-7($43K), with yearly promotions to GS-9($53K), GS-11($64K) and a final target grade of GS-12($76k). Applicants with a Master’s Degree may be eligible to start as a GS-9. All applicants must have a minimum 3.0 cumulative GPA.
 
Some of the job specific duties and skills for this position include, but are not limited to:

  • Responds to customer needs to procure repetitive items or services.
  • Reviews requisitions to determine if proper specifications or purchase descriptions are included in solicitation documents.
  • Prepares Invitation for Bid (IFB), Request for Quotation (RFQ) or Request for Proposal (RFP) ensuring that technical descriptions and appropriate contract clauses are included; develops source lists of responsible contractors.
  • Determining price reasonableness, adequacy of competition, compliance with solicitation, and probability of meeting requirements.
  • Assists in monitoring contract performance and assists in contract termination; monitors contract performance through telephone conversations, correspondence, site visits, inspections, progress reports, and analysis of contractor metrics.
  • Ensure compliance with performance standards, applicable laws, delivery schedules, payment provisions, inspections, progress reports, and other requirements stated in the contract.
  • Provides advice and assistance to others relating to contracting work and prepares correspondence; provides advice, guidance, training, and assistance to technical or program personnel, functional commanders and/or contractors.
  • Provide information when needed or when issues need to be resolved.
  • Professional growth while dealing effectively and ethically with change, complexity, and problem solving.
