Deputy Director for Business Performance and Analytics

Description
This position is a critical position within the Nebraska Department of Health and Human Services (DHHS), Division of Medicaid and Long-term Care (MLTC). This position is part of the executive leadership team and is responsible for oversight of several key contracts, to include the Managed Care contracts, for the division. Additionally, this position also oversees the data and analytics and IT business analysts for the division, responsible for strategic leadership to align large technology enhancements with business needs to maximize the value for the division and improve business processes and outcomes.

Hiring rate of position: Salary commensurate based on experience and education, if approved.

Location of position: NSOB-Lincoln

Examples of Work
Executive 
  • Collaborates with the executive team to define MLTC strategic goals aligned with DHHS' vision. Anticipates, plans, and prepares for future MLTC needs using rigorous strategic planning to identify risks and potential solutions. 
  • Manages the development of wide-ranging Requests for Proposals (RFPs) to procure systems and services in support of the organization's strategic goals. Health Informatics 
  • Works directly with external partners and resources such as local and state health information exchange entities, not-for-profit social service agencies, local hospitals, health care providers, and schools to create and implement a shared strategic road map for data interoperability. Applies specialized informatics knowledge, theories, concepts, and tools to ensure effective use of information in MLTC programs. 
  • Leverages health information technology to improve MLTC's delivery of care as indicated by improved quality, higher efficiency or lower costs. Effects change as part of direct delivery of services or via managed care organizations. Vendor/Contract Management 
  • Manages vendors at an executive level to ensure vendor meets project performance measures, remains accountable for contract deliverables and delivers on value proposition. 
  • Leverages continuous improvement initiatives to create additional value over and above contract requirements. 
  • Manages vendor services through vigorous assessment and enforcement of service level agreements (SLAs) to improve vendor responsiveness and project value. Business Integration Ensures new system solutions are implemented using sound project management principles and with a focus on business, information and technology process integration to meet desired business outcomes and objectives. Solutions may be limited to MLTC but also may require coordination with other DHHS departments to realize expected value. 
  • Assesses principles, standards, and best practices and conduct impact analysis to identify areas requiring change in business, information, or system strategy. Assessment must incorporate and include compliance with CMS guidance as required. 
  • Reviews and analyzes the effectiveness and efficiency of existing health information systems and develop strategies for improving, 'sun setting' or further leveraging these systems.

Qualifications / Requirements
REQUIREMENTS: Masters Degree required; 5 years or more of progressive leadership experience; 5 years of experience managing vendor contracts; 5 years of experience managing large projects (business and/or IT)
