The Water Quality Program is currently looking for an Environmental Engineer in our Southwest Regional Office in Lacey, WA.
This position is responsible for managing all individual NPDES, state industrial user, and state groundwater discharge permits in the Lower Columbia Basin, and administering state and federal water pollution laws, regulations, and permit programs for all assigned industries.
We are looking for people who possess excellent people skills, the ability to accurately assess a situation and make a decision, and the ability to communicate with a diverse audience.
We desire candidates who are familiar with regulating pollution from industrial wastewater and industrial stormwater facilities. This work includes permitting, engineering report review, inspection, and compliance assistance work.

Program Mission: The mission of the Water Quality Program is to protect and restore Washington's waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.
Under the supervision of a licensed engineer, this position performs environmental engineering duties and provides regulatory oversight of industrial wastewater treatment facilities in order to protect water resources.
This includes:
  • Negotiating wastewater discharge permits (State & NPDES) for industrial wastewater, industrial user (pretreatment), and industrial stormwater treatment plants.  
  • Requesting and reviewing applications for permits, preparing draft permits and fact sheets, and soliciting and responding to both permitted entity and public comments.
  • Deriving permit conditions based on legal and technical requirements for discharge to state waters, including use of mathematical models for mixing zones, considering complex biological, chemical and physical properties of the discharge and receiving environment.
  • Providing peer review for draft permits prepared by other engineers in the unit.
  • Determining the best available technology that is economically feasible in order to treat industrial wastewater and stormwater.

This position will remain open until filled. The initial screening date will be April 22, 2020. Required Qualifications 
A Master's degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field AND one year of experience in environmental engineering. 
OR 
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field AND two years of experience in environmental engineering. 
Experience must include: Applying the principles and practices of environmental engineering and environmental sanitation; design, construction and operation of sewage treatment and industrial waste disposal systems; physical and biological sciences as related to environmental engineering; laws and regulations governing environmental issues.
Desired Qualifications 
  • One years of experience in wastewater treatment plant design and operations, including preparing engineering reports, facility plans, and contract documents (plans and specifications) for industrial or municipal wastewater treatment facilities.
  • Experience or training in modeling including wastewater engineering and/or mixing zone analysis.
  • Ability to apply negotiation and conflict resolution skills.
  • Ability to communicate complex technical issues to the public. 
Special Requirements / Conditions of Employment:
Must obtain and maintain a valid driver's license.
