HHS Combating Antibiotic Resistance Fellowship

A research opportunity is currently available in the Office of Science and Data Policy within the Office of the Assistant Secretary for Planning and Evaluation (ASPE) at the U.S. Department of Health and Human Services (HHS) located in Washington, DC.

ASPE advises the HHS Secretary on policy development, leads special initiatives, coordinates the Department's evaluation, research and demonstration activities, and manages cross-Department planning activities such as strategic planning, legislative planning, and review of regulations. 
The selected participant will be mentored by a team of policy, public health and economic experts who lead the coordination of federal efforts to combat antibiotic resistance (AMR). These efforts include management of the federal interagency Task Force on Combating Antibiotic-Resistant Bacteria (CARB) and tracking progress toward the five-year National Action Plan for CARB. The participant will also contribute to evidence-based decision-making by participating in quantitative analytic projects to develop, maintain, and disseminate awareness of ongoing trends in AMR. In addition to direct mentorship by the ASPE team, the participant will have the opportunity to collaborate with a broad set of federal and non-federal stakeholders and will develop skills in policy analysis and research, strategic planning, and coordination for a large-scale public health initiative.  

Additional learning opportunities include:
  • Developing skills on issues relevant to antibiotic resistance in order to provide review and analysis on related topic areas for the annual HHS budget and legislative development process, as well as reviewing and analyzing relevant regulations, legislation, executive directives, reports, and other documents for policy implications and alignment with HHS priorities
  • Contributing to research and evaluation activities to inform decisions about program improvement, regulations, and/or policy making related to biomedical science and public health issues
  • Drafting internal and external correspondence, reports, presentations, talking points, and other materials for use by staff, management, and/or senior ASPE leadership in briefing key stakeholders and other leadership, including the HHS Secretary

Anticipated Appointment Start Date: as soon as a qualified candidate is identified

This program, administered by ORAU through its contract with the U.S. Department of Energy to manage the Oak Ridge Institute for Science and Education, was established through an interagency agreement between DOE and HHS. The initial appointment can be up to one year, but may be renewed upon recommendation of HHS contingent on the availability of funds. The participant will receive a monthly stipend commensurate with educational level and experience. Proof of health insurance is required for participation in this program. The appointment is full-time at HHS in the Washington, DC, area. Participants do not become employees of HHS, DOE or the program administrator, and there are no employment-related benefits.

Qualifications
The qualified candidate should be currently pursuing or have received a master's or doctoral degree in one of the relevant fields. Degree must have been received within five years of the appointment start date.
