BASIC FUNCTION:    

The function of a Project Engineer is to work under the direction of the Project Manager and assist them with managing and directing the progress of construction contracts and the project associated with each construction contract, from project initiation through project completion and close out. The Project Engineer assists with examining plans and reports, project specifications, project Standards and Standard Drawings, project sites, and researches costs associated with prospective jobs to create schedules, work flows, work descriptions, solicit subcontractors and vendors and suppliers. S/he will assist with the negotiation of job contracts, subcontracts, as required. S/he will coordinate with Public Agencies, Inspectors, Testing Agencies, in order to complete the project.

  • Bachelor’s Degree in civil engineering, business management, project or operations management, mathematics, or construction management are preferred. Bachelor's degree is required other disciplines may be accepted with hiring managers approval. 

 REPORTING RELATIONSHIP:

 The Project Engineer reports to Project Manager.

 

 AUTHORITIES:

   The following are principal authorities granted to the Project Engineer:

  1. Accept or reject bid contract opportunities. Based upon Project Manager’s recommendation.
  2. Contact prospects for additional information required for bid preparation.
  3. Negotiate with Subcontractors, suppliers, and vendors for various goods and services necessary for project completion; recommending final selections to Project Manager for contract and purchases. 
  4. Contact customers, public agencies, inspectors, etc. for additional information as required.
  5. Negotiate with Customers for Changes, Claims, and Additional work in Contracts up to a value of $1,000.00.  Changes, Claims, and Additional Work in Contracts exceeding $1,000.00 be negotiated with/by Project Manager. 

  RESPONSIBILITIES:

   The following are principal responsibilities of the Project Engineer:

  1. Examine plans, soils and geological reports, project specification, project bid guidelines, manuals, directives, addendums, and rfi’s for issues related to contract scope and work required.
  2.  Review Project Schedule; ie Bid Date, RFI dates, Contract Date, Completion Date, Milestone dates and plan and schedule work to be in compliance.
  3. Inspect project site for compliance with bid documents prior to start of work, ie. Elevations, existing conditions, soil types, USA markings.
  4. Identify site location and submit site information for USA notification and markings.
  5. Review of daily reports for costs accrued and activities performed.
  6. Communicate daily with Foreman, Project Superintendent, and Project Manager for project activities and issues.
  7. Prepare and submit monthly billings for work completed.
  8. Review daily activities for compliance with Contract Scope and work requirements.
  9. Prepare and submit per Contract requirements all RFI’s, Claims, Change Order Requests.
  10. Prepare and submit all Submittals required per Contract Requirements.
  11. Review Project Costs and Budget weekly, report issues to Project Manager.
  12. Insure that all Subcontractors are in compliance with Contract Requirements.
  13. Measure quantities for all work and items that effect work.
  14. Coordinate with Takeoff Department for Input and edit all design ground files for earthwork takeoff for revised contract drawings.
  15. Coordinate with Takeoff Department for presentation and graphics information via Run cross sections and 3-D representations when necessary.
  16. Maintain Skills and Proficiency in Takeoff Software, office systems, including upgrades.
  17. Comply with all applicable Federal, State and local laws and regulations.
  18. Conduct all activities in compliance with the Elite Earthworks & Engineering code of conduct.
  19. Create a positive work environment and attitude building supportive morale.
  20. Document "lessons learned" and share with other employees, as appropriate.
  21. Enforce and adhere to ethical business practices.
  22. Enforce and adhere to the codes of the company's Mission Statement.
  23. Identify any issues to superior (document if possible).
  24. Maintain clean work area and clean office as required.
  25. Organize project plan rack: confirm job number, roll plans together, label and staple tag, and store in appropriate location for project drawings
  26. Perform other duties as directed by the Project Manager.
  27. Report and correct unsafe working conditions.
  28. Create and update procedures on tasks relating to the duties of this position. 
  29. Make recommendations for process improvements.
  30. Take advantage of opportunities to promote Elite Earthworks & Engineering in order to generate interest in the company.
  31. Identify new customers or markets that may be available to Elite Earthworks & Engineering.
  32. Identify new Vendors, Suppliers, Sub-Contractors that may be available to Elite Earthworks & Engineering.
  33. Obtain lowest pricing on materials, subcontracts, and vendors to maximize company profitability.
  34. Coordinate with Dispatch and develop Database for Vendors, Suppliers, Sub-Contractors.
  35. Coordinate with Estimating and update B2W database for Vendors, Suppliers, Sub-Contractors.

 PRINCIPAL DUTIES:

   The following are principal duties of the Project Engineer:

  1. Create Project Electronic File on company data server for all project documents and plans.
  2. Down load all revised Plans, Specs, Addendum to Project Electronic File.
  3. Review Project Schedule; ie Bid Date, RFI dates, Contract Date, Completion Date, Milestone dates.
  4. Check plans and specifications for all materials and products and incorporate into estimate and project.
  5. Check soils report for shrinkage/compaction and apply to import/export estimate.
  6. Check soils report for recommendations and special conditions.
  7. Check soils report for existing site conditions; ie. Bedrock, cobbles, water content, ground water, etc.
  8. Visit job site and read soils reports and geological reports prior to start of work.
  9. Compare project actual amounts with budgeted amounts using a forecast and variance report.
  10. Review Project Contract, make recommendations to Project Manager.
  11. Prepare Project Schedule base upon Project Contract requirements.
  12. Prepare Change Order Budgets and Job Cost accounting codes.
  13. Coordinate Bid Estimate Budgets and Job Cost accounting codes with Accounting Department.
  14. Coordinate New Project start up meeting with Project Manager, Accounting Department, Estimating Department, Project Foreman.
  15. Prepare Project Subcontracts, Vendor Purchase Orders, Supplier Purchase Orders to maintain Project schedule and profitability.
  16. Attend Project Preconstruction Meeting, Progress Construction Meetings, and all other Project related meetings.
  17. Insure that verification of Existing Ground on bid documents matches the actual existing ground survey and study is performed, prior to start of construction.
  18. Prepare “Two Week Look Ahead Schedule” for all projects under contract.
  19. Review “Two Week Look Ahead Schedule” with Project Manager, Field Superintendent.
  20. Review Foremen’s daily reports for all projects, identifying issues.
  21. Review project with Foremen daily for updates and issues.
  22. Review project costs and work completed monthly, identifying issues with Project Manager.
  23. Prepare Monthly Billings for all contracts per work completed and Contract Billing Schedule.
  24. Complete estimate for any change order work.
  25. Comply with all applicable Federal, State and local laws and regulations.
  26. Conduct all activities in compliance with the Elite Earthworks code of conduct.
  27. Create a positive work environment and attitude building supportive morale
  28. Document "lessons learned" and share with other employees, as appropriate.
  29. Enforce and adhere to ethical business practices.
  30. Enforce and adhere to the codes of the company's Mission Statement.
  31. Identify any issues to superior (document if possible).
  32. Perform other duties as directed by the Project Manager.
  33. Report and correct unsafe working conditions.
  34. Attend and participate in weekly project meetings as required.
  35. Investigate all elements affecting the cost of projects and recommend and implement changes that would positively impact costs.
  36. Make recommendations for process improvements.
  37. Check on subcontractors, pre-qualify subcontractors, contact subcontractor references.
  38. Confirm project scheduling.
  39. Provide Bid Estimate to Accounting upon notice of Job Award.
  40. Receive updates on projects and report to Project Manager as necessary.
  41. Evaluate the company's mark-up and price discount strategies.
  42. Meet with clients and suppliers in order to establish long term relationships.
  43. Network with industry professionals, using industry relationships to generate interest in Elite Earthworks and Engineering.
  44. Take advantage of opportunities to promote Elite Earthworks and Engineering in order to generate interest in the company.

Measures of Performance

The following will be used to evaluate the performance of the Project Engineer:

  • To the degree that s/he demonstrates team spirit, a willingness to help staff and enjoyment of the job.
  • To the degree that s/he is able to address issues forwarded by the Project Manager.
  • To the degree that s/he creates and implements methods of identifying, prioritizing, and monitoring progress on issues.
  • To the degree to which s/he performs the duties of the position as stated in the job description in an efficient, timely, and accurate manner.
