Permit Fee Program Administrator (Management Analyst 5)

The Water Quality Program is looking for a senior Management Analyst to lead our Permit Fee Program in our Headquarters Office in Lacey, WA.
This position supports the program by designing, directing, and conducting specialized projects and data studies related to assessing permit fees for more than 6,500 permit holders in over 60 fee categories within our wastewater and stormwater permit fee program.

Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.
In this position, you will use your exceptional communication and project management skills to help build rapport with regulated entities while enforcing regulatory requirements.

What will you be doing?
You will administer Water Quality's Permit Fee Program, and make recommendations to leadership regarding highly complex fee setting analyses and approaches that impact a broad spectrum of permittees across the state. This includes:
  • Navigating the diverse interests from executive management, internal departments, and outside organizations in order to find long term solutions for fair and appropriate fee structures that protect the environment and do not unduly inhibit industry
  • Researching and gathering data on permit requirements, environmental risks, economic considerations, and administrative codes
  • Consulting on critical, time sensitive issues such as long-range projecting and analyzing of revenues, expenditures, and fund balances
  • Consulting on legislative proposals that may impact the fee program
  • Managing day-to-day operations of the permit fee program:
  • Developing and maintaining policies and procedures
  • Interpreting and explaining laws and procedures to staff and permittees
  • Resolving issues around coverages and fee assessments
  • Leading, training, and assigning daily tasks to the program's Fee Unit
  • Administering all permit fee billing processes
  • Ensuring permit fee records are secured and managed appropriately

Required Qualifications:
Bachelor's degree in business administration, public administration, health administration, law, environmental law, finance, economics, statistics, environmental management, environmental or public policy, or a related field AND five (5) years of demonstrated experience in two or more of the following areas:
  • Analyzing policies, laws, rules, or regulations
  • Conducting business analysis and developing requirements
  • Leading business projects 
  • Managing business operations
  • Business policy development
OR
Master's degree in one of the fields listed above AND four (4) years of professional experience in two or more of the areas bulleted above  
Additional qualifying experience may substitute year for year for education.
Desired Qualifications:
  • Experience, training, or education in project management or strategic planning
  • Experience with developing and implementing complex, standardized fee assessments
  • Experience, training, or education in regulatory oversight
  • Experience as a paralegal
  • Experience building rapport with regulated entities using service-focused communication skills while enforcing regulatory requirements
