User Experience Developer

THE POSITION
The Digital Service team within Hennepin County's Communication and Engagement Services Department is seeking a User Experience (UX) Developer to develop and implement consistent, accessible user-centered design for Hennepin County's digital service platform, Hennepin.us. The UX developer must have a solid understanding of front-end programming fundamentals, be a strong advocate for consistently positive UX, be comfortable working on an Agile Scrum team, and capably partner with content strategy, design, research, development and service area colleagues.

Location and hours:
This position is located at the Hennepin County Government Center, 300 South 6th Street, Minneapolis, MN 55487. During the COVID-19 pandemic, training and work for this position will be done remotely. Work hours will be Monday through Friday, 8 a.m. - 4:30 p.m.

About the position type:
This is a full-time, benefit earning position. This position is eligible to receive an additional cash merit of up to $2051.88 that can be earned annually based on performance.

In this position, you will:  
  • Develop and support semantic front-end code for resident-facing digital interfaces. Focus on ensuring accessibility and creating experiences that are friendly to all users, functioning across all browsers, assistive technologies and search engines.
  • Partner with designers, UX researchers and back-end developers to ensure the design vision and UX best practices translate to the final, usable product.
  • Document and incorporate design patterns, accessibility standards and UX best practices into an enterprise digital design system to advance user-focused digital service maturity.
  • Create user experience deliverables to facilitate iterative user research and usability testing.
  • Provide technical support and fulfill development requests in the web content management system (Sitecore).
  • Configure and customize user interfaces of resident-facing SaaS applications to support consistent, accessible digital experiences.

Need to have:
  • One of the following:
  • Bachelor's degree or higher in a technology field and one or more years of IT experience.
  • Two-year college/vocational technical degree in a technology field and two or more years of IT experience.
  • An approved IT certificate and two or more years of IT experience.
  • Completion of five or more college/vocational technology courses and two or more years of IT experience.
  • Completion of approved IT Hennepin County internship of 240 hours or more and two or more years of IT experience.
  • Four years or more of IT experience.

Nice to have:  
  • Experience:
  • Executing front-end web development (HTML, CSS, JavaScript, and responsive design).
  • Working in Visual Studio, in web content management systems (such as Sitecore) and with ASP.NET MVC layouts.
  • Creating UX deliverables and responding to iterative user research, including wireframes, prototypes, and user personas used to advocate for users of websites and applications.
  • Partnering in an Agile Scrum team to advance consistent, accessible digital experiences focused on user needs.
  • Knowledge of:
  • UX design and development best practices, including the roles played by content strategy and information architecture.
  • Web accessibility best practices, including meeting WCAG 2.1 and Section 508 standards.
  • Emerging web technologies, deployment models and security considerations.
  • Ability to:
  • Clearly communicate and collaborate with multi-disciplinary teams focused on user-centered outcomes, including technical and non-technical colleagues.
  • Actively participate in team discussions, make system-based solutions recommendations and advocate for consistently positive UX.
  • Leverage creative problem solving when confronted with change and complexity.

The Communication & Engagement Services department offers strategic services to help inform and empower county audiences through web and other digital communications, print, video and community engagement. Communication & Engagement Services staff help business partners define goals and effectively connect with the intended audience. The Digital Service team is responsible for delivering usable and accessible web experiences for residents.
